The undersigned local counsel, Jerry K. Boyd, petitions the Idaho Public Utilities
Commission ("IPUC") for admission of the undersigned applying counsel, Michael G.
Andrea. This Motion is made pursuant to Idaho Bar Commission Rule ("IBCR") 222 and
IPUC Rules of Procedure 19 for the purpose of the above-captioned matters.
Applying counsel certifies that he is an active member in good standing of the
bars of the States of Washington and Oregon,
1 that he maintains the regular practice of
law as a staff attorney for A vista Corporation at the address indicated above, and that he
is not a resident of the State ofIdaho or licensed to practice law in Idaho. Avista
Corporation has requested that he appear on its behalf in the above-captioned matter.
Applying counsel has not previously sought admission in these matters under IBCR 222.

Mr. Andrea certifies that he is an active member in good standing of the Bars of
the State ofVVashington and Oregon and that he maintains a regular practice oflaw at

Andrea further certifies that he is not a resident of the State of Idaho and that he is not
licensed to practice in Idaho and that he has not previously sought admission under IBCR

Both Mr. Boyd and Mr. Andrea certify that a copy of the Motion, accompanied by

Mr. Boyd requests that he be excused by the Commission from attendance at the
proceedings before the Commission in the above-captioned matters.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion for Limited Admission
in the above-captioned proceedings and the related practice rules and Rules of Procedure,
i.e., IBCR 222 (Limited Admission - Pro Hac Vice) and Commission Rule of Procedure
19, IDAPA 31.01.01.019.
Based on the filings of record and certified representations ofMr. Boyd and Mr.
Andrea, we find that reasonable grounds have been demonstrated to justify the granting
of limited admission of Mr. Andrea as legal counsel for A vista Corporation in the above-
captioned proceedings. We further find it reasonable to excuse Mr. Boyd from
attendance at proceedings before the Commission in this matter.
CONCLUSIONS OF LAW
The Commission has jurisdiction in the above-captioned proceedings and the
Motion for Limited Admission filed by Jerry K. Boyd, local counsel, and Michael G.
Andrea, applying counsel pursuant to Idaho Code, Title 61, and the Commission's Rules
of Procedure, IDAPA 31.01.01.000 et seq.

In consideration of the foregoing and as more particularly described above, IT IS
HEREBY ORDERED and Michael G. Andrea is hereby granted limited admission in
Case Nos. A VU-E-07-02, IPC-E-07-03, and PAC-E-07-07 as legal counsel for Avista
Corporation.
DONE by Order of the Idaho Public Utilities Commission at Boise, Idaho, this
