Dear Commissioners:
This letter is written by way of a follow up to information submitted by Idaho Power at the
request of IPUC staff Initially,Arrow Rock Wind,Inc.contemplated leasing the turbines and
enteredinto negotiations with Invenergyto do the same.This resulted in the draft lease
agreement that was submitted to the Commission.
After informal conversations with PUC staΠand concerns raised by staff we decided that itwouldbebesttoownthefacilities.Therefore,we went back and began negotiation withInvenergyinJune,2005.At approximately the same time that Idaho Power filed the moratorium
on wind projects.
Because of the moratorium,our momentum in moving forward with the purchase of the windturbinefacilitiesslowed.It was onlyafter that Idaho Power in late July signed the contract and
forwarded it to the PUC that we reinitiated our wok to purchase the wind tukines.
We are on track to purchase the wind turbines and hope to finish negotiations August 30 and 31*
