On January 23 , 2007, Idaho Power filed a Petition requesting an exemption for
specific accounts from the Company s Rule C provisions regarding aggregated meter reading.
The Company requested that its Petition be processed by Modified Procedure. Staff also
recommended the use of Modified Procedure to process the Company s request. With this Order
the Commission authorizes the use of Modified Procedure and establishes a deadline for the
submission of comments.
THE PETITION
YOU ARE HEREBY NOTIFIED that Idaho Power s Rule C states that where a
customer has more than one delivery point or separate meters at a single premises, that the meter
readings will not be combined or aggregated for any purpose except for determining if the
customer s total power requirements exceed 25 000 kW. The Company requests an exemption
from Rule C' s aggregated meter reading provision to allow bills for specific large accounts to be
prepared by combining the readings from multiple meters. The Company states that this would
allow it to best accommodate the electric requirements of some of its larger customers, where
multiple meters at the same premises are the most cost-effective and optimal means to design the
distribution facilities necessary to provide the customer s requested level of service.
YOU ARE FURTHER NOTIFIED that the Company states it currently has 13
accounts where aggregated billing would provide the best, most cost-effective service. Those
accounts are:

The Company states that the customers of the above referenced accounts received a letter and a
personal contact from Idaho Power explaining the Company s intention to file this Petition
seeking an exemption from Rule C, and that no customer has objected.
YOU ARE FURTHER NOTIFIED that the Company requests the Commission to
authorize an abbreviated procedure in which it could add additional customers to the list of those
exempt from Rule C's aggregated meter reading provisions. The Company requests that rather
than filing separate petitions requesting exemptions that the Commission authorize it to forward
the customer s name, city location, and an explanation of why aggregation is appropriate to the
Commission for review. The Company proposes that unless the Commission has an objection
that the customer would then be added to the list of customers exempt from Rule C as it
applied to aggregated meter readings.
YOU ARE FURTHER NOTIFIED that the Petition, supporting workpapers
testimonies and exhibits have been filed with the Commission and are available for public
inspection during regular business hours at the Commission offices.The Petition and
testimonies are also available on the Commission s Website at www.puc.idaho.gov under the
File Room

YOU ARE FURTHER NOTIFIED that the Commission has reviewed the filing of
record in Case No. IPC-07-02. The Commission has preliminarily determined that the public
interest may not require a hearing to consider the issues presented in this case and that issues

raised by the Company s filing may be processed under Modified Procedure, i., by written
submission rather than by hearing. IDAPA 31.01.01.201-204. In so doing, the Commission
notes that Modified Procedure and written comments have proven to be an effective means for
obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that the Commission may not hold a hearing in
this proceeding unless it receives written protests or comments opposing the use of Modified
Procedure and stating why Modified Procedure should not be used. IDAPA 31.01.01.203.
YOU ARE FURTHER NOTIFIED that if no protests or written comments are
received within the deadline, the Commission will consider the matter and enter its Order
without a hearing. If protests or comments are filed within the deadline, the Commission will
consider them and may, in its discretion, set the matter for hearing or decide the matter and issue
its Order on the basis of the written positions before it. IDAP A 01.01.01.204.
NOTICE OF COMMENT/PROTEST DEADLINE
YOU ARE FURTHER NOTIFIED that the deadline for filing written comments
or protests with respect to the Application and the Commission s use of Modified Procedure in
Case No. IPC-07-02 is 21 days from service date of this Order. Persons desiring a hearing
must specifically request a hearing in their written protests or comments.
YOU ARE FURTHER NOTIFIED that written comments concerning this case
should be mailed to the Commission and to the Company at the addresses reflected below.

FINDINGS/CONCLUSIONS
The Idaho Public Utilities Commission has jurisdiction over Idaho Power Company
and the issues involved in this case by virtue of Title 61 , Idaho Code, including Idaho Code
61-129, 61-301 , 302, 303 , 61-502, and 61-503 , and the Commission s Rules of Procedure
IDAPA 31.01.01.000 et seq.
The Commission has preliminarily determined that the public interest may not
require a hearing to consider the issues presented in this case, and that issues raised by the
Company s filing may be processed under Modified Procedure , by written submission
rather than by hearing. IDAPA 31.01.01.201-204. In so doing, the Commission notes that
Modified Procedure and written comments have proven to be an effective means for obtaining

ORDER
