The attached updated list adds Idaho State University ("ISU") to the list of customers approved for exemption in Order No. 30274. ISU was recently approved for exemption from the Company's Rule C provisions at the Idaho Public Utilities Commission's decision meeting on March 19, 2012. The Company's original letter and the Commission staff's decision memorandum supporting this decision are herewith attached to provide additional background for ISU's exemption and addition to the list. IPC-E-07-02. BACKGROUND Idaho Power's Rule C states that where a customer has more than one delivery point or separate meters at a single premises, the meter readings will not be combined or aggregated for any purpose except for determining if the customer's total power requirements exceed 25,000 kW. In Case No. IPC-E-07-02, Order No. 30274, the Commission granted the Company an exemption from Rule C's aggregated meter reading provision to allow bills for specific large accounts to be prepared by combining the readings from multiple meters. Each of the 13 accounts identified in that case involved situations where having multiple meters at the same premises was the most cost-effective and optimal means of providing service. The Order also authorized a streamlined regulatory procedure for handling future situations where an exemption to Rule C was merited. Instead of requiring the Company to file a Petition for each additional exemption, the Company was authorized to provide the Commission with information supporting its decision that an exemption was merited. Unless the Commission objected to a proposed exemption, the affected customer would then be added to the list of customers exempt from Rule C. Idaho Power now wishes to add Idaho State University (ISU) in Pocatello to the list of Rule C exemptions. It was recently discovered that energy usage for a building on ISU's campus was not being captured by the primary meter serving ISU. Temporary arrangements have been DECISION MEMORANDUM - I - MARCH 16, 2012 made to separately meter usage for this building. The usage will then be aggregated with the primary meter's usage for billing purposes. The Company intends to install an alternate feed to ISU 'S campus in the future. That project will require addition of a second primary meter serving the campus. When that project is completed, usage from the two primary meters will be aggregated for billing purposes. STAFF RECOMMENDATION Staff has no objections to Idaho Power's proposed temporary or permanent metering and billing arrangements and recommends that the Commission accept Idaho Power's proposal to add ISU to the list of Rule C exemptions. Box 83720 Boise, Idaho 83720-0074 Re: Exemption from the Company's Rule C Provisions Regarding Aggregated Meter Reading Dear Ms. Jewell: Pursuant to Order No. 30274 in Case No. IPC-E-07-02, Idaho Power Company ("Idaho Power" or "Company") hereby requests to add an additional customer to the list of customers exempt from Rule C's aggregated meter reading provisions. As outlined in Order No. 30274, the Company is providing the customer's name, city location, and an explanation of why aggregation is appropriate to the Commission for review prior to aggregating meter readings. The Commission Staff shall notify the Commission if it has an objection to the customer proposed for aggregation. The Company recently determined that it is necessary to temporarily aggregate meter readings at Idaho State University (Pocatello) in order to accurately bill the customer for all electrical consumption occurring beyond their point of delivery. Idaho Power is making this request to record and bill the consumption of a building on campus that is not currently being metered through the existing primary meter. In order to temporarily ensure all consumption is correctly metered, Idaho Power proposes to separately meter the electrical consumption of this single building and aggregate it with the consumption of the primary meter which captures the remaining consumption of the Idaho State University campus. The Company has had conversations with Idaho State University officials and they have agreed to this temporary aggregated billing method until the current electrical configuration can be modified to capture the electrical consumption of this building in the meter reading from the primary meter. Both the Company and Idaho State University have agreed to try and correct the electrical configuration in 2012 at a time that minimizes disruption in classes. P.O. Box 70 (83707) 1221 W. Jewell Idaho Public Utilities Commission February 28, 2012 Page 2 Although this letter requests a temporary exemption for Idaho State University from Rule C's aggregated meter reading provisions, it is anticipated that a permanent exemption will be needed in the near future to account for the construction of a new alternate feed to the school's campus. This project will require the addition of a second primary meter that will be aggregated with the existing primary meter. The Company anticipates requesting this exemption later this year after the school pays its upfront construction costs.
