SUBJECT:ROCKY MOUNTAIN POWER ADVICE NO.15-05;PROPOSED
SUSPENSION OF SCHEDULE NO.117,RESIDENTIAL
REFRIGERATOR RECYCLING PROGRAM
On December 3,2015,Rocky Mountain Power filed a Tariff Advice with the
Commission seeking authority to suspend Schedule No.117,Residential Refrigerator Recycling
Program.The program vendor,Jaco Environmental,announced to Rocky Mountain Power on
November 23,2015 that it was going out of business and would no longer be able to perform its
contractual duties for the Program.Consequently,Rocky Mountain Power proposes to suspend
Schedule No.117 immediately while it evaluates options to make the Program available to
customers.Once the Company evaluates its options,the Company will request to lift the
suspension or cancel the Program.
The Program is currently funded through Schedule No.191,Customer Efficiency
Services Rate Adjustment.However.Rocky Mountain Power is not proposing to adjust
Schedule No.191 at this time .Anv proposed adjustment to Schedule No.191 will occur at a
later date when the Company has evaluated the current tariff rider balance,forecasted revenues
and forecasted expenditures for all programs.
STAFF RECOMMENDATION
Staff believes it is necessar to immediately suspend Schedule No.117,Residential
Refrigerator Recycling Program.Consequently,Staff recommends approval with a December 7,
2015 effective date even though Rocky Mountain Power filed for the Schedule No.117 revision
on December 3,2015.This does not meet the 30 days’notice required by Idaho Public Utility

law §6-307;however.Staff believes there is good cause to accept the revised tariff for filing
without the 30 days’notice in accordance with §6 1-307.
COMMISSION DECISION
Does the Commission wish to approve the suspension of Rocky Mountain Power’s
Schedule No.7 to be effective December 7.2015 for good cause?
