Power Purchase Agreement
between
Idaho Power Company and
Telocaset Wind Power Partners, LLC

, the undersigned attorney, in accordance with Idaho Public Utilities Commission Rule
of Procedure 067, certify that the following information is true and that the information is
protected from public disclosure on the following basis:
1. Telocaset Wind Power Partners, LLC ("Telocaset") submitted a request to Idaho
Power Company ("Idaho Power" or the "Company ) for interconnection of a Large Generating
Facility to Idaho Power Company s transmission system ("Interconnection Request for a Large
Generating Facility ). Idaho Power and Telocaset have not completed negotiations of Telocaset' s
Large Generator Interconnection Agreement ("LGIA"2. Information contained in Telocaset's Interconnection Request for a Large
Generating Facility and its LGIA is protected by the terms and conditions of Idaho Power
Standard Large Generator Interconnection Procedures. The terms and conditions of the
Company s Standard Large Generator Interconnection Procedures governing confidentiality
comply with the confidentiality requirements issued by the Federal Energy Regulatory
Commission ("FERC") in Order No. 2003-A issued on March 5, 2004 and posted on Idaho
Power s OASIS.3. FERC Order No. 2003-A establishes that confidential information includes any
information supplied by either party to a LGIA to the other prior to the execution of a LGIA.
Idaho Code Section 9-340A sets forth that any public record exempt from disclosure by federal or
state law or federal regulations to the extent specifically provided for by such law or regulation is
exempt from disclosure.4. As of the date of this Certificate, Idaho Power represents that the information
contained in the Telocaset Interconnection Request for a Large Generating Facility and its LGIA
are confidential as defined in FERC Order No. 2003-A and Idaho Code Section 9-340A.
