In fact, I would recommend expanding the agreement to include sharing all transmission line equipment needed to keep the western power grid up, including phase shifters, tower structures, conductors, insulators, etc. I worked for 28 years as a Bureau of Land Management Realty Specialist, including 5 years as Project Manager for BLM's authorization of the Sierra Pacific Power Co. 345kv transmission line from Alturas, CA to Reno, NV. My work on powerline issues convinced me that the western power grid is significantly underbuil t for the current level of electrical demand, and grid outages are far more likely now than 25 years ago. I am fully in favor of ANY agreement between utility companies that will assist in quick repairs of the grid. Sharing equipment in emergencies makes excellentsense. Damage to any transmission capability anywhere in the western power grid has a high potential of shutting down the whole grid, through cascading outages. Idaho PowerCompanys request should be approved immediately.
