I definitely support wind generation and urge you to grant the sales agreement between
Idaho Power Co. and Magic Wind Park LLC.
In a separate, matter, I definitely OPPOSE nuclear generation as a source of energy,
especially since Idaho is still struggling with getting the government to clean up
radioacti ve spills and mismanagement at the Idaho National Laboratory. The people of
Idaho deserve renewable and clean energy.

I and my family are appalled that the Idaho Public Utilities Commission has been short sighted , as to not have been making plans and implementing them in preparation

Green energy has beendiscussed for at least the last 50 years. and viable for at least the last 20 By nowone would think that the Idaho PUC would have displayed some forethought and madepreparations for the inevi tabli ty of 'Green Energy.

People tell us how beautiful Idaho is. But slowly the I powers that be ' are suffocatingthat beauty through poor , short sighted and greedy choices in the name of progress and
the protection of Idaho citizens. How can filling our skies with carbon; nitrogen;
carbon monoxide; aldehydes; nitrogen dioxide; sulphur dioxide; polycyclic aromatic
hydrocarbons; as well as carbon dioxide, mercury, sulfur and particulate matter be ablessing to Idaho Citizens??? These not only ruin our air quality, they also movethoughout the chain contaminating our water and soil, which in turn contaminate ourbodies. Imagine members of your own families suffering breathing problems, and thenimagine how bad they will be if we do not work to employ more I Green Energy. ' If youcare about your families, as I do mine, then you have a not so good image of how theymight suffer if we do not curb our use of energy that will corrode and distroy our world.
I agree with so many that believe that such a serious decision should be a very publicdecision. Please allow the citizens who live in Idaho to decide how Idaho will create itsenergy. A few should not decide what is good for all.
As to that $60 million dollars the power company is saying Mr. Grover should pay to hookhis wind farm up to the power grid.. .maybe we should take a little of the agriculture
subsidies away from the dairy owners and the crop farmers and share them with the Windfarmers. Farming is farming right? And we should be farming the wind to help keep Idaholivable.

Please describe your question or comment briefly:I am in favor of a sales agreement between Idaho Power and Magic Wind. I am howeverconcerned about what the limit of not generating more than 10 average megawatts on a
monthly basis might mean to the economic of the Magic Wind or other wind sites. I wouldlike some clarification on this as I have heard several different interpretations. Onesaid that Magic Wind would be penalized if they went over, another said that only thefirst 10 MW would be at the PURPA rate and that any overproduction would be at marketrates. I do not believe that it is in the public interest to create artificial roadblocksto developing renewables. We need to first get our energy consumption house in order and
then fill any production void with renewables.

It would appear to me that Idaho PUC should be encourging ALL renewalable power sources
for the benefit of all users. Idaho Power should be encourging Wind Farms of all sizes to
augment our existing Power generating activity. Any added costs should be borne by all
rate payers even if it will mean some rate increases. If todays world of Greenhouse
gas/Global warming issues, Idaho need to be in the forefront since we have so many
potential renewal sources at hand. (Wind, Water , Geothermal water). An artriburitary cutoff
of 100Mgwats seems unreasonable by Idaho Power.

I think that Idaho Power or any other utility company in Idaho has to buy electricity
produced with renewable energies with a higher limit than right now (100 kilowatts). In my
opinion, the old limit of 10 Megawatts and even higher would be far more beneficial to
Idaho and its population by increasing the installation of newer and more efficient
renewable energy proj ects e. g. wind turbine parks, solar parks or geothermal energyproj ects. This would also lead to the creation of jobs in the area of maintanence,
research and development in our state by giving smaller and bigger companies the chance to
invest money in Idaho s renewable energy sources.

We live on the Snake River in Hagerman Valley and look across at 7 beautiful windmills
owned by Armand Ekert. This site is a perfect place for wind generation. I have been
told that he wants to build more and that Idaho Power has been difficult for him regarding
building more due to the fact that Idaho Power doesn I t make enough money. We need more
windpower. We need more clean, renewable energy. We also need to promote geothermal
energy. We do not want coal power plants that would pollute and harm the environment and
the people.

We encourage you to enter into the proposed sales agreement with Magic Wind Park LLC to
produce not more than an average of 10 megawatts; Magic Wind Park LLC should remain exempt
from the size limit you enacted earlier this year.
We further encourage you to rescind that size of 100 kilowatts and restore the 10 megawatt
size limit for small producers of renewable energy to receive the special buy back rate as
required by the Public Utility Regulatory Policies Act of 1978 (PURPA). It is imperative
that Idaho move forward in pursuing the use of renewable energy sources. Idaho Power
should be encouraged to stop relying on coal-fired and nuclear produced energy; they have
been repeatedly proven to be unsafe for our health and our environment.
Idaho Power still has plenty of economic incentives to pursue renewables (wind, solar,
geothermal) and to upgrade hydroelectric producing facilities in our state. It plans to
have significantly more paying customers by 2013.
The cost of upgrading transmission lines should be paid for by Idaho Power; it stands to
gain a good deal in revenues and positive public image not only in Idaho but in other
states by taking a leadership role in conservation of energy and decreasing our reliance
on dirty and unsafe energy production by encouraging these small producers who are willing
to take the risks to develop renewable energy sources.
There is no time like the present to move forward progressively.

Also I am competely against nuclear genreation as a source of energy. Idaho Power recently
announced plans to use nuclear
generation which is appaling in light of the announcement that the federal governtment is
finally stepping up and cleaning up radioactive spills and mismanagement at the Idaho
National Lab and the cost will be almost $2 billion. And if that's not bad
enough, they say the water in our aquifer should meet
safety standards again by 2095 or something like that.

Also I am competely against nuclear genreation as a source of energy. Idaho Power recently
announced plans to use nuclear
generation which is appaling in light of the announcement that the federal governtment is
finally stepping up and cleaning up radioactive spills and mismanagement at the Idaho
National Lab and the cost will be almost $2 billion. And if that's not bad
enough, they say the water in our aquifer should meet
safety standards again by 2095 or something like that.
We want renewable and clean energy.

I am totally in support of Idaho Power s application to enter a sales agreement with
Magic Wind Park, LLC. I believe it is very important to get as much of our supply as
possible from renewable sources and as soon as possible, for our state I s future
prosperity, health and the safety of our nation. This is something we can feel absolutely
great about. Our kids will thank us.

Please consider more renewable resources for energy. It is the single most inmportant
issue you should consider. Our children need a cleaner environment to live in and there
are so many ways to improve energy. My third grader is learning about renewable resources
and our country only provides 6% of their resouces to renewable energy. Other Countries
are ahead of us and Idaho can lead the way. Please take this seriously as we need to try
