Gentlemen:
I'm writing to encourage your approval ofthe Magic Wind LLC Power Purchase
Agreement on the eight 2.5 Megawatt wind turbine, 10 megawatt average output co-generation
project located northwest of Buhl. This venture was launched in good faith by longtime Buhl
resident, Armand Eckert, prior to your August 2005 decision to reduce the maximum size of
wind projects eligible for the renewable, small power co-generation rate and was, therefore
grandfathered by the IPUC. Having relied on this determination, it would be unfair to the
developer (and inconsistent with the best interests of Idaho consumers) to not approve the Power
Purchase Agreement as submitted and agreed to by both Magic Wind and Idaho Power.
I urge the Commissioners approve the Power Purchase Agreement as submitted
including the pricing methodology that was employe? in the Agreement.
