My husband is involved in other cases before the Commission, and since he asked me not to
stir the pot, I I will limit my suggestions to the following two.
I think it would be prudent to conduct a thorough educated survey. What I mean, is take a
statistically significant sample of Idaho residents, and poll them on what energy mix they
want for Idaho. Then allow an expert for each of the maj or generation resources such as
Coal, Nuclear, Wind, Hydro, Geothermal, and Gas educate them with a presentation of the
benefi ts of each. Afterwards, conduct an exit poll that asks how much of each resource
should be part of IRP to be ratebased. This process would give statistically significant
(and educated) public input to base decisions on. Although this process could cost up to
$100,000 to be done as it has in other states, I think it is money well spent. I know it
was done in Texas, and I think in Iowa. Both now have a significant renewable portfolio.
(or if the Idaho residents don t want to pay for renewables, it will give basis to use
Coal, Gas, or Nuclear.
Secondly, I think it is important that we take seriously the request of our President
when he asked in his ' State of the Union Address ' for a National 20% renewable by the year2020. With this IRP, will Idaho meet this goal? On top of Idahos 20% goal, will Idaho be
required to develop additional renewable output to help the nation meet that goal? If we
are called upon to do this, then our transmission capacity may need significant
improvements. Are we planning for this?
