Idaho is the 13th windiest state in the country. I go to national wind energy
conferences and find that most states are progressively promoting wind and renewable
energy in their energy plans and obj ecti ves. But I do not see any such statement or
decision in the Idaho Power Integrated Resource Plan. Global warming is for real. Thetechnology is available to use renewable energy and to reduce the carbon dioxide (andmercury) in our atmosphere. Let's do our part and use the natural wind resource that is
widely available in our state. Let's not inhibit it, but rather promote it and make ithappen.

Given the reality that all things are interconnected, it is somewhat ludicrous that Idaho
Power s IRP trys to stand somewhat alone. It is as if, Idaho Power is making energy
policy for Idaho based on some bizarre concept that we are entitled to consume all theenergy that Idaho Power can produce. Climate change is a real and serious issue and both
Idaho Power through this IRP and the consumer as a whole seem oblivious to it. There
needs to be a much more concerted effort and energy efficiecny and conservation. We need
to get our consumption levels way down. While I do think that there are certainly some
worthy programs in place and proposals for demand side management, they need to go much
further. As per an earlier comment I made regarding the pollution credit monies Idaho
Power recieved, there needs to be a monumental consumer education program about the
ecological impacts of energy consumption.
Idaho Power seems to lust for a new coal plant and is an obstacle to bringing more wind
power on line. This is plain and simply unacceptable and irresponsible. Wi thin the Idaho
Power service area there is an incredible amount of renewable energy potential, wind,
geothermal and solar. Idaho Power needs to be much more aggressive in developing those
resources, either through purchase agreements or through developing those resources
themsel ves .
The IRP is supposedly a look down the road twenty years. I think Idaho Power needs to
expand its vision to take in the climate change issue. To plan based on our proj ected
levels of wasteful consumption is very short sighted in deed.
I will commend Idaho Power for some of their efforts such as supporting the Design Lab.
We have to start building better buildings, they are part of the solution. It is a sad
state of affairs, but too many of our political leaders look to Idaho Power and the otherutili ties for answers and leadership. Idaho Power Company has a serious conflict in
meeting that role. They can t serve the public and their stockholders. That is why the
Idaho Public Utilities Commission should reject this IRP and send Idaho Power back to the
drawing board with the order to increase their conservation and efficiecny efforts and to
significantly up their focus on renew abIes. If we are going on a journey, we at least
ought to have a good road map.
