IPC-06-24 Report on timing of future Integrated Resource
Plan (IRP) filings
Dear Ms. Jewell:
In Order No. 30281 issued on March 26, 2007 , the Commission found that
receiving IRPs from each of the companies within a narrower timeframe would improve
the planning of energy needs of customers within the state." The Commission directed
Idaho Power to provide a brief report to the Commission "with its suggestions for how the
timing of its IRP filing or its planning process may be coordinated with the IRP filings and
processes of Avista Corporation and PacifiCorp dba Rocky Mountain Power so as to
provide the Commission with a more regional view of these issues." Idaho Power
subsequently contacted Rocky Mountain Power, which confirmed that it plans to file its
2009 IRP no later than the last business day of March 2009. Avista Corporation also
indicated that it plans to file an IRP on or near September 1 2009.
To more closely align the IRP filings of all three Idaho electric investor-owned
utilities , the Company requests that the Commission authorize Idaho Power to file its next
full IRP on or before the last business day of June 2009. To bridge the reporting gap
resulting from the later filing date, Idaho Power is also proposing to file an IRP update in
June 2008 highlighting progress on its short-term action plan; changes in its load forecasts
existing loads , customer base , and purchased power contracts; and any significant
deviations from its 2006 IRP.
