I am a resident living in the Spring Creek subdivision located directly above the Shadow
Valley Golf Course. I am very disillusioned with the amount of new 'planned communities
and subdivisions which are currently being planned. One of which is Avimor. My family
andghbors will be SURROUNDED! I am disgusted by the amount of greed that these out of
state developers, such as Suncor, are exhibiting as well as their apparent lack consideration for anything except the almighty dollar.
I do not believe for one second that Idaho Power will truly be the ones who repay the 4.
million dollars which Suncor will front to you to buid a substation in that area. I know
as an Idaho Power customer I and my neighbors will be the ones footing the bill.
I am sick that as a public utitlity that your organization also will be participating in aproj ect which will not only rape our foothills of their natural beauty, but will rob your
consumers of their hard earned buck in the form of repaying that 4.3 million. I would have
thought better of a company that I would have hoped would have held your fellow Idahoans
and their beautiful state in higher esteem.
I sincerely hope Idaho Power would reconsider its decision to participate in such ill
planned endeavor.

I strongly oppose the agreement between Idaho Power and Avimor (Suncorp) for the newsubstation. Once again, the cost of these developments is falling on the shoulders of thepeople of Idaho. Eliminate the ' pay back' portion of the agreement and make the developer
recover the costs through the development itself. It is time to make the developers startto pay the high costs of these proj ects and not have it turn into yet another future tax
or fee for the rest of us.
