Perhaps it is obvious, but the primary cause for the need to increase transmission
capability by a utility is the load, not generation. Generation has to follow load.Therefore, the ratepayers should bear the majority of the cost of trasnmission upgrade, asthis arangement does. I support this agreement because it may be a way to finance needed
upgrades in Idaho Power s transmission system, which is looking woefully inadequate tobring in the power needed to supply a growing load. It seems no one disagrees with thestatement that very little investment has been made in transmission over the last 30
years. And, compared to other utili ties which have 500 kV lines, Idaho Power s 230 kVlines are looking pretty puny.

I, PERSONALLY, FEEL THAT THIS CASE IS FINALLY GOING TO BE RESOLVED BY ID. POWER GIVING ALITTLE AND WINDPOWER ALSO, WHICH IS REASONABLE. I HAVE LONG THOUGHT IDAHO POWERDEFINITELY DID NOT EVER WANT TO BUY WIND POWER AND FOR THAT REASON WINDPOWER WAS STYMIEDFOR QUITE SOME TIME. THIS MAY BE THE BREAK FOR WINDPOWER, AS WELL AS IDAHO POWER, WHICHNEVER GIVES AN INCH. THANK HEAVEN FOR THE PUC.I REALIZE THAT AS A RATE PAYER I WILL BE PAYING MORE AND I HOPE THAT THE NEWCOMERS TOI DAHO DO ALSO. THE DEVELOPERS AND SUBMDIVI S IONS NEED TO SHARE HERE.THANK YOU.
