I totally support thedevelopment of QF generation but there must be a limit as to where the generation is located with respect to transmission grid capacity. I would look to the commission todevelop a cost/benefit policy for evaluation of QFs transmission upgrades that fairly allocates the cost of transmission upgrades between the QF and the rate payers. Thereshould be no special "deals " made on transmission upgrades for individual QFs.
