I am concerned with the request that the commission allow QFs, specifically the CassiaGulch Wind project, to connect to the IPC transmission grid without paying for
transmission grid upgrades required for the interconnection. I totally support thedevelopment of QF generation but there must be a limit as to where the generation is
located with respect to transmission grid capacity. I would look to the commission todevelop a cost/benefit policy for evaluation of QFs transmission upgrades that fairly
allocates the cost of transmission upgrades between the QF and the rate payers. Thereshould be no special "deals " made on transmission upgrades for individual QFs.
