I have recently discovered that the proposed Cassia Wind Farm project has hit aroadblock. Idaho Power has come up with an unrealistic request that windmill projects be
forced to pay for the backbone it deems necessary for this project. I feel that Idaho
Power should be required to pay for their own backbone system other than the connections
needed for the windmill system to join that backbone. There is more at stake here than
just a windmill proj ect. .

rates are affected as well as property taxes to be received by
Twin Falls County. If tactics such as these are allowed to prevent windmill proj ects, it
will ultimately affect every customer and any other potential project such as natural
gas , coal or whatever. Idaho Power will end up being a monopoly instead of a competitor.
Competi tion keeps the prices fair and allows freedom of choice for the consumer.
