(mail to: WFPOPE& southernco. corn) Sent: Wednesday, September 20, 2006 1:28 PM To: Tonya Clark Subject: Electric Case No. IPC-E-06-, Idaho Power Net Metering rates I see this very simply - Idaho Power s other electric customers are subsidizing Net Metering customers for any payment for electric energy that exceeds the utility s incremental avoided generation costs at thetime of delivery of "as-available " energy to Idaho Power. It does not matter whether the generation is one the falls under the provisions of the PURPA of 1978 or not, in order for Idaho Power s other customers to be held indifferent, Idaho Power should only pay the net metering customer their true avoided incremental costs for any net energy deli vered by these customers. I f these customer are willing to enter into contracts with Idaho Power and give the utility the right to dispatch the generation when it is needed and penalize for unavailabili ty, then they would be entitled to higher payments.
