I would like to commend the commission for its ruling on the Evander Andrews power plant.
I think simple cycle natural gas has a very important role to play in helping Idaho Power
Company and other utili ties in the state make use of renewable energy resources such as
wind. I also agree that Idaho Power and other utili ties should work hard to improve
programs to reduce peak loads. For example, Idaho Power should renew its pilot program fortime-of-day pricing for irrigation giving customers the opportunities to manage their
systems to reduce costs.
Also, when the time comes to upgrade transmission lines between Mountain Home and Boise,
it is important that Idaho Power not only upgrade for immediate needs, but for longer-termneeds.
In the longer term pumped and compressed air energy storage could supply peaking needs
with lower risks and costs. But, in the short term, simple-cycle natural gas peakingfacili ties fill an important and needed role.
