On April 14, 2006, Idaho Power Company filed an Application with the Commission
seeking a Certificate of Public Convenience and Necessity for the construction of the Evander
Andrews Power Plant. The Application also requests approval to rate base the prudent capital
costs for the project and recover prudent fuel costs in the Company s Power Cost Adjustment
mechanism. In Order No. 30038 the Commission issued a Notice of Application and set a
deadline for intervention. On May 31 , 2006, the Commission granted intervention to the
Industrial Customers of Idaho Power (ICIP) and Mountain View Power, Inc. The parties have
met twice for informal prehearing scheduling conferences in June and July.
NOTICE OF SCHEDULE AND TECHNICAL HEARING
YOU ARE HEREBY NOTIFIED that the parties submitted the following schedule to

IDAHO. [phone] and continuing through Tuesday, November 21, 2006. Parties
intending to present testimony and exhibits shall do so at the technical hearing.

YOU ARE FURTHER NOTIFIED that discovery is available in this case pursuant to
Commission Rules of Procedure, IDAPA 31.01.01.221-234.
YOU ARE FURTHER NOTIFIED that the prepared testimony and exhibits must be
served upon the Commission and all other parties as set out in the schedule above. The prepared
testimony and exhibits must conform to the requirements of Rules 231 , 266, and 267 of the
Commission s Rules of Procedure, IDAPA 31.01.01.231 , 266, 267.
YOU ARE FURTHER NOTIFIED that the service address and the exhibit numbers
assigned to each party can be found in the Notice of Parties issued separately by the Commission
Secretary.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA). Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
