BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION
OF IDAHO POWER COMPANY FOR
AUTHORITY TO IMPLEMENT POWER COST
ADJUSTMENT (PCA) RATES FOR ELECTRIC)
SERVICE FROM JUNE 1 , 2006 THROUGH
MAY 31 2007
CASE NO. IPC-06-0'7
APPLICATION
In accordance with RP 052 , Application is hereby made to the Idaho Public
Utilities Commission (the "Commission ) by Idaho Power Company ("Idaho Power" or
Company ) for an order approving the enclosed Schedule 55 containing a decrease in
the Company s Power Cost Adjustment ("PCA") rate currently in effect and authorizing the
Company to incorporate the decreased PCA rate in its rates and charges for all customer
classes and special contracts during the period June 1 2006 through May 31 2007.
APPLICATION , Page
In support of this Application , Idaho Power represents as follows:
Idaho Power is an Idaho Corporation, whose principal place of business is
1221 West Idaho Street, Boise, Idaho 83702.
II.
Idaho Power operates a public utility supplying retail electric service in
Southern Idaho and Eastern Oregon. Idaho Power is subject to the jurisdiction of this
Commission in Idaho and to the jurisdiction of the Oregon Public Utility Commission in
Oregon. Idaho Power is also subject to the jurisdiction of the Federal Energy Regulatory
Commission (the "FERC"
III.
On March 29 , 1993, by Order No. 24806 issued in Case No. IPC-92-
the Commission approved the implementation of an annual Power Cost Adjustment
procedure.
IV.
In support of this Application , Idaho Power has tiled the testimony and
exhibits of witness Celeste Schwendiman. Ms. Schwendiman s testimony describes a
PCA rate to be effective June 1 2006 that would decrease existing PCA rates by an
equal 0.3689 cents per kWh applied to the PCA energy rate component for all customer
classes and special contracts for one year.
While Idaho Power believes that this case should be processed under
modified procedure , RP 201 at. seq.Idaho Power stands ready for immediate
APPLICATION , Page 2
consideration of this Application , if it is the Commission s determination that a hearing
should be held.
In compliance with Commission Orders Nos. 24806 and 29334, the PCA
consists of three components: (1) the projected power cost component under which 90
percent of the difference between projected power cost and the Commission s approved
base power cost is credited to or collected from customers; (2) the true-up of power costs
component where the balance of the power cost deferral from the prior year projected
power cost is credited or collected; and (3) the true-up of the true-up component under
which any over-recovered or undercollected balance of the true-up deferral from the prior
year is credited or collected.
VI.
As described in Ms. Schwendiman s testimony, the first component
projected power cost, was computed in compliance with Order No. 24806 by inserting the
National Weather Service Northwest River Forecast Center s projection of 8.38 million
acre feet April through July Brownlee streamflow runoff into the Commission-adopted
equation for projecting PCA expenses. The resulting projection of net PCA expense of
$63 316,436 equates to a cost of 0.4691 cents per kWh. This 0.4691 cents per kWh is
less than the Commission-approved base power cost of 0.7477 cents per kWh. In
accordance with Commission Order No. 25880, the Company is authorized to adjust
rates by 90 percent of the difference between the 0.4691 cents per kWh and the 0.7477
cents per kWh amounts. This adjustment results in a negative 0.2507 cents per kWh
amount for the projected power cost component.
APPLICATION , Page 3
VII.
As described in Ms. Schwendiman s testimony, the true-up component of
the PCA is negative 0.3113 cents per kWh reflecting actual net PCA costs below last
year s forecast. The true-up component in this case also includes several additional
items previously approved by the Commission. These additional items include the
customer benefits associated with reduced power supply costs from the Bennett
Mountain Power plant, an adjustment to reflect the settlement of the disputed Valmy
outage replacement power, non-recurring tax credit issues (Order 29600) and finally, a
regulatory asset associated with income taxes with one year of interest (Order 29789).
The total true-up including these items results in $39 513 704 to be credited to customers
through the PCA true-up component.
VIII.
The third component is the true-up of the true-up. During the June 1 2005
to May 31 2006 period , the Company collected all but $24 513 298 of the 2005/2006
PCA true-up balance. This balance was undercollected primarily due to a $28.6 million
deferral of 2005 PCA true-up costs. This results in a true-up of the true-up rate of 0.1931
cents per kWh.
IX.
The combination of the three PCA components - the adjustment for the
2006/2007 projected power cost of serving firm loads , the 2005/2006 true-up, including
the items described in Paragraph VI above, and the true-up of the 2004/2005 true-up -
results in a new PCA rate for the 2006/2007 PCA year of negative 0.3689 cents per kWh.
This equates to the Company receiving $46.8 million below base rates. The existing PCA
APPLICATION , Page 4
rate is 0.6039 cents per kWh. The amount equated to the Company receiving $76.
million above base rates. The change from last year s PCA rate to this year s PCA rate
represents a $123.5 million decrease.
Attachment 1 to this Application is a revised Electric Rate Schedule, IPUC
No. 27, Tariff No.1 01 , Schedule 55, showing the proposed PCA rate of negative 0.3689
cents per kWh. Attachment 1 is the revised Schedule 55 for which the Company is
requesting Commission approval. Attachment 2 shows the proposed change to the
existing Schedule 55. The proposed change is portrayed by striking over the current PCA
rate and underlining the proposed PCA rate. Attachment 2 is provided for informational
purposes only. Attachment 3 is a copy of an Electric Rate Schedule, IPUC No. 27, Tariff
No.1 01 , showing the effect of applying the decreased Schedule 55 PCA rate to each
customer class schedule and special contract. The change is portrayed by striking out
the existing PCA rate and underlining the proposed PCA rate. Attachment 3 is provided
for informational purposes only.
XI.
The Commission is currently considering a Settlement Stipulation filed in
the Company s general rate case, Case No. IPC-05-28. This general rate case will set
new base rates for Idaho Power. If the Commission approves the Settlement Stipulation
the Company has requested in Case No. IPC-05-28 that the new rates become
effective June 1 , 2006 , the same date as the new PCA rates would go into effect. Idaho
Power respectfully requests that when the Commission makes its final determinations in
Case No. IPC-05-28 and in this case, that the Commission direct the Company to file
APPLICATION , Page 5
new tariffs reflecting the cumulative impact of the Commission s decision in both this case
and Case No. IPC-05-28.
XII.
This Application is not subject to RP 122 because it qualifies for the
exception for power cost adjustments described in RP 122.02. As noted in 122., power
cost adjustment filings are not subject to requirements of RP 122. Pursuant to RP 123
and Idaho Code ~ 61-307 , the tariff filing implementing the new reduced PCA rates
proposed in Attachment 1 would become effective June 1 , 2006.
XIII.
This Application has been and will be brought to the attention of Idaho
Power s affected customers by means of press releases to the news media in the area
served by Idaho Power, by a direct mailing to customers, and in some instances by
means of personal contact with some customers. In addition , the proposed electric rate
schedules , together with this Application and the testimony and exhibits of witness
Celeste Schwendiman will be open for public inspection at Idaho Power s offices in the
State of Idaho. The above procedures are deemed by Idaho Power to satisfy the Rules
of Practice and Procedure of this Commission. Idaho Power will , in the alternative , bring
said Application to the attention of Idaho Power s affected customers through any other
means directed by the Commission.
XIV.
