BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
IN THE MATTER OF THE APPLICATION
OF IDAHO POWER COMPANY FOR AN
ACCOUNTING ORDER ADDRESSING THE
DEFERRAL OF COSTS RELATED TO THE
DEVELOPMENT OF GRID WEST ORDER NO. 30192
CASE NO. IPC-06-
On October 24, 2006, the Commission issued Order No. 30157 in this case
authorizing the deferral of certain costs Idaho Power Company incurred relating to the
development of a regional transmission organization (RTO) called Grid West. However, the
Commission did not authorize a carrying charge on the amount allowed by the Commission for
deferral.
On November 14, 2006, Idaho Power timely filed a Petition for Reconsideration.
The Company limited its Petition to a request that the Commission reconsider "only that portion
(of) the Order that prevents the Company from recovering carrying costs on the deferral balance
during the period of amortization." Idaho Power Petition p. 1. The Commission has determined
to grant the Petition for Reconsideration to allow further briefing or written comments on the
sole issue of whether carrying costs should be allowed on the deferral balance.
Idaho Power alleges in its Petition for Reconsideration that the Commission
decision to not allow a carrying charge "is unreasonable, arbitrary, capricious, unlawful
erroneous, unduly discriminatory and not in conformity with the facts of record and/or the
applicable law, resulting in a revenue requirement and rates which are confiscatory.Idaho
Power Petition pp. 1-2. The Company s Petition also states that it "should be permitted (to)
provide additional evidence and/or argument to support the reasonableness of allowing the
Company to recover the financing costs it will incur to carry the deferred principal balance of the
loans it made to Grid West during the amortization period.Idaho Power Petition p. 4. The
Commission has determined that it is appropriate to grant the Company s Petition and provide it
an opportunity to present additional argument to support its Petition for Reconsideration on the
carrying charge issue. Accordingly, the Commission will accept written comments or legal
briefs on the carrying charge issue on or before January 5, 2007, and reply briefs or written
comments on or before January 26 2007.

ORDER
IT IS HEREBY ORDERED that the Petition of Idaho Power Company for
Reconsideration of Order No. 30157 is approved regarding only that portion of the Order that
denied the Company a carrying charge on the authorized deferral balance. The Commission will
accept written comments or legal briefs on the carrying charge issue on or before January 5
2007, and reply briefs or written comments on or before January 26 2007.
