APPLICATION
IDAHO POWER COMPANY (the "Company" of "Idaho Power") hereby
applies to the Idaho Public Utilities Commission (the "Commission ) for authority to
continue two time-of-use energy pricing Pilot Programs for customers in the vicinity of
the cities of Emmett and Letha, Idaho ("Emmett Valley ). The Company proposes to
continue offering Schedule 4 , Energy Watch Pilot Program, to customers desiring to
take electric service at critical peak pricing energy rates and Schedule 5, Time-of-Day
Pilot Program , to customers desiring to take electric service at time-of-use energy rates.
Hereafter, the two time-of-use pricing programs are collectively referred to as the "Pilot

Programs . The Company proposes to offer customers who participated in the Pilot
Programs in 2005 the opportunity to continue their participation in 2006 if they so
choose. The Company also intends to solicit new participants. Since these Pilot
Programs are currently scheduled to expire on April 1 , 2006, the Company also
requests that the Commission process this Application on an expedited basis or, in the
alternative , issue an interlocutory order extending the effectiveness of the Pilot
Programs for a sufficient time for the Commission to fully consider the Application to
extend the programs for an additional year. In support of this Application , Idaho Power
submits the following:
BACKGROUND
Both Schedule 4, Energy Watch Pilot Program , and Schedule 5, Time-of-
Day Pilot Program , were approved in March 2005 in accordance with Order No. 29737
issued in Case No. IPC-05-2. These Pilot Programs are voluntary tariff options
available to all residential customers in the Emmett Valley who have AMR metering
installed.
To evaluate the Time-of-Day and Energy Watch Pilot Programs, the
Company retained Northwest Research Group to conduct a customer survey and RLW
Analytics to analyze the usage and billing data associated with these programs. The
detailed results of these Pilot Programs will be included in the Company s report to be
submitted to the Commission on or before April 1 , 2006 in compliance with Order No.
29737.

The preliminary evaluation of these Pilot Programs from the Northwest
Research Group customer survey indicates that overall , the participants in these
programs were satisfied with the programs. Sixty percent of the respondents indicated
that they would participate again and 50 percent responded that they would recommend
these programs to others.
RLW Analytics' preliminary results of these programs suggest that on
average customers benefited by signing up for these programs. Time-of-Day
participants , on average, saved about 5 percent on their bills for the summer months of
June , July, and August when compared to a control group with similar usage taking
service under Schedule 1. Energy Watch participants, on average, saved about 10
percent when compared to a control group with similar usage patterns taking service
under Schedule 1. The energy load shift, or decrease in usage, for the Time-of-Day
participants , although apparent , was not statistically significant. The Energy Watch
participants , on average , demonstrated a statistically significant demand reduction
during Energy Watch hours. On average , the Energy watch participants reduced their
household demand by 1.33 kW for all Energy Watch hours.
The participant retention rate for both programs was fairly high. The
Energy Watch program began with 79 participants and retained 76 by the end of August
2005. The Time-of-Day program began with 95 participants and retained 92.
The Company is requesting that these programs be extended to allow
Idaho Power to further evaluate the impacts and benefits of time-variant pricing to
residential customers , to evaluate customer retention , to test ongoing demand reduction
and load shifting provided by customers, to refine the Company s marketing and

communication plans , and to further test the internal systems used to collect usage
data, aggregate usage data, and bill participants.
II.
AVAilABILITY
The Pilot Programs offered by Idaho Power in 2005 will expire on April 1
2006 unless extended by the Commission. This Application is intended to extend these
Pilot Programs until April 1 , 2007.
Residential customers eligible to participate in the voluntary Pilot
Programs will continue to be those customers in the Emmett Valley eligible for service
under Schedule 1 who have AMR metering in place. The Company will provide those
customers who participated in the programs during 2005 an opportunity to continue their
participation during 2006. Additional customers wishing to participate will be selected
on a first-come , first-served basis as determined by the Company. However, in order to
improve the Company s ability to manage the usage data and the participants' potential
to benefit from the Pilot Programs, program participation will be limited to those
customers whose energy usage equals or exceeds 300 kWh for each of the most recent
12 consecutive billing periods or for all billing periods if the customer has less than 12
months of billing history.
Customers desiring to take service under the Time-of-Day Pilot Program
or the Energy Watch Pilot Program will be required to notify Idaho Power of their desire
to participate by May 19 , 2006. The cumulative enrollment under both Pilot Programs
will be limited to 300 metered service points, unless the Company chooses to waive this
restriction. The Company desires to enlist approximately 150 customers for each Pilot

Program. However, if interest is greater for one Pilot Program than for the other, the
Company may accept more volunteers for one Pilot Program than for the other in order
to enroll up to 300 total metered service points. Under both of these Pilot Programs, the
energy rates for the summer season would differ from the summer season energy rates
under Schedule1. Energy rates for the non-summer months would be the same as
those on Schedule 1.
Those customers who choose not to participate in the Pilot Programs will
continue to receive service under Schedule 1 , Residential Service. Customers
remaining on the current residential schedule will not be economically disadvantaged by
the participation of other residential customers in the Pilot Programs.
III.
SCHEDULE 4
ENERGY WATCH
PILOT PROGRAM DESCRIPTION
The Energy Watch Pilot Program provides customers the opportunity to
reduce their electric bills by shifting usage off of "critical peak" hours, or hours when the
cost to provide energy is extremely high , and onto other hours of the day for which the
cost to provide energy is lower.
Since the preliminary results of the Energy Watch Pilot Program show a
significant demand reduction and a financial benefit for most participants , the Company
is not proposing any changes to the Energy Watch Pilot Program other than the change
to the availability provision previously described. During the second year of the Pilot
Program , the Company intends to investigate whether the demand reduction by the

participants under the Energy Watch Pilot Program is sustainable over more than one
summer season.
EnerQY Watch Periods
Under the Energy Watch Pilot Program , residential customers are charged
a flat energy rate for all kWh used during the summer season with the exception of the
kWh used during an Energy Watch Period. Energy Watch Periods can occur on any
weekday from June 15 through August 15, except for Independence Day when it falls
on a weekday. Energy Watch Periods are determined by the Company. The Company
notifies Pilot Program participants of the declared Energy Watch Period by 4:00 p.m. the
day ahead by telephone and email. All Energy Watch Periods are for the hours of 5:00
to 9:00 p.m. Energy Watch Periods can occur on no more than 10 days from June 15 to
August 15, for a total of 40 hours. During Energy Watch Periods, the energy rate is
substantially higher than the energy rate for all other hours. Under the Energy Watch
Pilot Program , the summer and non-summer seasons are defined the same as under
Schedule 1 , with the summer season beginning on June 1 and ending on August 31.
The Company proposes to keep the base energy rates for the Energy
Watch Pilot Program the same as those currently approved. Those rates are:

Customers participating in the Energy Watch Pilot Program will continue to
pay the monthly Service Charge of $3.30.

SCHEDULE 5
TIME-OF-DA Y
PILOT PROGRAM DESCRIPTION
The Time-of-Day Pilot Program provides customers the opportunity to
reduce their bills by shifting usage from the "on-peak" period, when the cost to provide
energy is highest , to the "off-peak" period , when the cost to provide energy is the
lowest. The Company proposes the Time-of-Day pricing periods be in effect during the
summer season only. During the non-summer season, the pricing would be the same
as that under Schedule 1.
The Company is proposing to change the rates for the Time-of-Day pricing
periods and to modify the availability provision as previously described. The current
Time-of-Day pricing has a 30 percent differential between "on-peak" and "off-peak" rates
with an 11 percent differential between "on-peak" and "mid-peak". The proposed Time-
of-Day pricing has an 80 percent differential between "on-peak" and "off-peak" rates
with a 32 percent differential between "on-peak" and "mid-peak". By increasing the
differentials between Time-of-Day pricing periods , the Company intends to increase the
financial incentive for customers to shift their energy usage. The preliminary analysis of
customer usage and benefits indicates that although on average Time-of-Day
customers benefited from participating in the program, increased incentives may
increase usage shifting.

Time-of-Dav Periods
Under the Pilot Program , residential customers would be provided price
signals to encourage them to shift their energy usage to specific periods of the day.
The three Time-of-Day pricing periods for the summer season are defined as:
On-Peak:1 :00 p.m. to 9:00 pm. Monday - Friday, except for Independence
Day when it falls on a weekday
Mid-Peak:7:00 a.m. to 1 :00 p.m. Monday through Friday, except for
ndependence Day when it falls on a weekday
Off-Peak:9:00 p.m. to 7:00 a.m. all days and all hours Saturday, Sunday, and
ndependence Day
The summer and non-summer seasons are defined the same as under
Schedule 1 , with the summer season beginning June 1 and ending August 31.
Time-of-Dav Rates
The proposed base energy rates for the Time-of-Day Pilot Program are:

Currently, the Time-of-Day "on-peak" rate is 8686q: per kWh, the "mid-
peak" rate is 1717q: per kWh , and the "off-peak" rate is 3004q: per kWh. The
proposed rates represent a 20 percent increase in "on-peak" rates , a 1 percent increase
in "mid-peak" rates and a 15 percent decrease in "off-peak" rates.
Customers participating in the Time-of-Day Pilot Program will continue to
pay the monthly Service Charge of $3.30.
TARIFFS
Attachment No.1 to this Application is a copy of Idaho Power s proposed
Schedule 4. Attachment No.2 to this Application is a copy of Idaho Power s proposed
Schedule 5. Attachment No.3 to this Application includes copies of both Schedule 4
and Schedule 5 in legislative format.
VI.
MODIFIED PROCEDURE
The Company believes that consideration by the Commission of the
proposals contained in this Application does not require an evidentiary proceeding, and
accordingly the Company requests that this Application be processed under RP 201
allowing for consideration of issues under modified procedure, i.e., by written
submissions rather than by an evidentiary hearing.

WHEREFORE, Idaho Power respectfully requests that the Commission:
Process this Application on an expedited basis or, in the alternative
issue an interlocutory order extending the effective dates of the current Schedule 4
Energy Watch Pilot Program , and Schedule 5, Time-of-Day Pilot Program, to allow
sufficient time for the Commission to consider the Application to extend the programs
for an additional year. If the Commission chooses the latter, the Company requests the
Commission consider this Application on a schedule that allows for the issuance of an
Order in mid to late April 2006 which would provide sufficient lead time to enable
activation of this Pilot Program by June 1 , 2005; and
Issue its Order approving under Modified Procedure the attached
Schedule 4 and Schedule 5.

ENERGY WATCH
PILOT PROGRAM

AVAILABILITY
Service under this schedule is available at points on the Company s interconnected system to
residential Customers in the Emmett Valley where existing facilities of adequate capacity and desired
phase and voltage are adjacent to the Premises to be served , additional investment by the Company
for new transmission, substation or terminal facilities is not necessary to supply the desired service, and
Advanced Meter Reading (AMR) equipment is installed. For the purposes of this schedule, the Emmett
Valley is considered to be the area within the vicinity of the cities of Emmett and Letha , Idaho. Service
under this schedule is limited to no more than 300 metered service points.
The Residential Service Energy Watch Pilot Program is an optional , voluntary service that
provides residential Customers the option to take electric service with a critical peak pricing component.
This schedule will expire on April 1 , 2007.
APPLICABILITY
Service under this schedule is applicable to Customers whose metered energy usage equals or
exceeds 300 kWh for each of the most recent 12 consecutive Billing Periods or, where the Customer
has been receiving service for less than 12 months, for each of the available Billing Periods. Where the
Customer Billing Period is less than 27 days or greater than 33 days , the energy usage will be
prorated to 30 days for purposes of determining eligibility under this schedule. The Company shall
have the right to select and reject Program participants at its sole discretion.
Service under this schedule is applicable to Electric Service required for residential service
Customers for general domestic uses , including single phase motors of 7% horsepower rating or less
subject to the following conditions:1. When a portion of a dwelling is used regularly for business, professional or other gainful
purposes, or when service is supplied in whole or in part for business, professional , or other gainful
purposes, the Premises will be classified as non-residential and the appropriate general service
schedule will apply. However, if the wiring is so arranged that the service for residential purposes can
be metered separately, this schedule will be applied to such service.2. Whenever the Customer s equipment does not conform to the Company s specifications
for service under this schedule , service will be supplied under the appropriate General Service
Schedule.
This schedule is not applicable to standby service, service for resale, or shared service.

TYPE OF SERVICE
The type of service provided under this schedule is single phase, alternating current at
approximately 120 or 240 volts and 60 cycles , supplied through one meter at one Point of Delivery.
Upon request by the owner of multi-family dwellings , the Company may provide 120/208 volt service for
multi-family dwellings when all equipment is U L approved to operate at 120/208 volts.
WATER HEATING
Electric storage water heating equipment shall conform to specifications of the Underwriters
Laboratories, Inc., and the Company and its installation shall conform to all National , State, and
Municipal Codes and may be equipped with one or two heating units. No single heating unit shall
exceed 6 kW; and where two heating units are used in a single tank, these units shall be so interlocked
that not more than 6 kW can be connected at anyone time.
RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company s system shall be single phase
equipment approved by Underwriters' Laboratories , Inc., and the equipment and its installation shall
conform to all National , State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1 650 watts shall be designed to
operate at 240 or 208 volts , and no single unit shall be larger than 6 kW. Heating units of two kW or
larger shall be controlled by approved thermostatic devices. When a group of heating units , with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controlling switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above
for such units.
ENERGY WATCH EVENT
An Energy Watch Event is a four-hour period between the hours of 5:00 p.m. and 9:00 p.m. on
weekdays, excluding Independence Day when it falls on a weekday, between June 15 and August 15.
During a Energy Watch Event the price per kWh is set at a higher level than the price per kWh at all
other hours in order to provide a price signal for Customers to shift energy usage off of the four-hour
period. The Company will declare an Energy Watch Event at its sole discretion. No more than 10
Energy Watch Events will be declared between June 15 and August 15, for a total of no more than 40
Energy Watch Event hours. The Company will contact Customers taking service under this schedule
by 4:00 p.m. the day before an Energy Watch Event is to occur.

AVAilABILITY
Service under this schedule is available at points on the Company s interconnected system to
residential Customers in the Emmett Valley where existing facilities of adequate capacity and desired
phase and voltage are adjacent to the Premises to be served, additional investment by the Company
for new transmission , substation or terminal facilities is not necessary to supply the desired service, and
Advanced Meter Reading (AMR) equipment is installed. For the purposes of this schedule , the Emmett
Valley is considered to be the area within the vicinity of the cities of Emmett and letha , Idaho. Service
under this schedule is limited to no more than 300 metered service points.
The Residential Service Energy Watch Pilot Program is an optional , voluntary service that
provides residential Customers the option to take electric service with a critical peak pricing component.
This schedule will expire on April 1 ~2007
APPLICABI LlTY
Service under this schedule is applicable to Customers whose metered enerqy usaqe equals or
exceeds 300 kWh for each of the most recent 12 consecutive Billinq Periods or, where the Customer
has been receivinq service for less than 12 months. for each of the available Billinq Periods. Where the
Customer s Billinq Period is less than 27 days or qreater than 33 days, the enerqy usaqe will be
prorated to 30 days for purposes of determininq eliqibilitv under this schedule, The Company shall
have the riqht to select and reject Proqram participants at its sole discretion.
Service under this schedule is applicable to Electric Service required for residential service
Customers for general domestic uses, including single phase motors of 7% horsepower rating or less,
subject to the following conditions:1. When a portion of a dwelling is used regularly for business, professional or other gainful
purposes, or when service is supplied in whole or in part for business, professional , or other gainful
purposes, the Premises will be classified as non-residential and the appropriate general service
schedule will apply. However, if the wiring is so arranged that the service for residential purposes can
be metered separately, this schedule will be applied to such service.2. Whenever the Customer s equipment does not conform to the Company s specifications
for service under this schedule, service will be supplied under the appropriate General Service
Schedule.
This schedule is not applicable to standby service, service for resale, or shared service.
TYPE OF SERVICE
The type of service provided under this schedule is single phase, alternating current at
approximately 120 or 240 volts and 60 cycles, supplied through one meter at one Point of Delivery.
Upon request by the owner of multi-family dwellings, the Company may provide 120/208 volt service for
multi-family dwellings when all equipment is U l approved to operate at 120/208 volt.

WATER HEATING
Electric storage water heating equipment shall conform to specifications of the Underwriters
Laboratories , Inc., and the Company and its installation shall conform to all National , State, and
Municipal Codes and may be equipped with one or two heating units. No single heating unit shall
exceed 6 kW; and where two heating units are used in a single tank, these units shall be so interlocked
that not more than 6 kW can be connected at anyone time.
RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company s system shall be single phase
equipment approved by Underwriters' Laboratories , Inc., and the equipment and its installation shall
conform to all National , State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1 650 watts shall be designed to
operate at 240 or 208 volts , and no single unit shall be larger than 6 kW. Heating units of two kW or
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW , is to be actuated by a single thermostat , the controlling switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above
for such units.
ENERGY WATCH EVENT
An Energy Watch Event is a four-hour period between the hours of 5:00 p.m. and 9:00 p.m. on
weekdays, excluding Independence Day when it falls on a weekday, between June 15 and August 15.
During a Energy Watch Event the price per kWh is set at a higher level than the price per kWh at all
other hours in order to provide a price signal for Customers to shift energy usage off of the four-hour
period. The Company will declare an Energy Watch Event at its sole discretion. No more than 10
Energy Watch Events will be declared between June 15 and August 15, for a total of no more than 40
Energy Watch Event hours. The Company will contact Customers taking service under this schedule
by 4:00 p.m. the day before an Energy Watch Event is to occur.
SUMMER AND NON-SUMMER SEASONS
The summer season begins on June 1 of each year and ends on August 31 of each year. The
non-summer season begins on September 1 of each year and ends on May 31 of each year.
