Idaho Power Company Agreement to Provide Standby Electric Service
to The Amalgamated Sugar Company, LLC
Dear Ms. Jewell:
In Order No. 29958 issued on January 26, 2006, in Case No. IPC-E-05-37, the
Commission approved a Revised Standby Service Agreement ("Agreement") between
Idaho Power and Amalgamated Sugar Company ("TASCO") dated December 7,2005.
Under the Agreement, Idaho Power supplies standby electric service to TASCO. In Order
No. 29958, the Commission referenced the Uniform Service Agreements under which
Idaho Power provides demand and energy to TASCO's Nampa, Twin Falls, and Paul
facilities.
Through tariff changes approved by minute order in accordance with general rate
case Order No. 30508, the Commission authorized the termination of all Uniform Service
Agreements between Idaho Power and its customers effective March 1, 2008. As a result,
it is necessary to amend the Agreement to include the Supplementary Contract Demand
amounts formerly contained in the Uniform Service Agreement.
Enclosed for filing is a letter agreement dated May 22, 2008, in which Idaho Power
and TASCO have agreed to amend the Agreement to reflect the Supplementary Contract
Demand. I would request that you file the Letter Agreement with the Agreement that was
approved in the IPC-E-05-37 case. In addition, I would appreciate it if you would return a
stamped copy of this transmittal letter to me in the enclosed self-addressed stamped
envelope. It is not Idaho Power Company's intention to file an application with the
Commission and open a new docket for a contract change that is in the nature of a
housekeeping matter. Of course, if the Commission desires that Idaho Power make a
separate filing to present this amendment, the Company is certainly wiling to do so.

RE: Amendments to the December 7, 2005 Agreement between
TASCa and Idaho Power Company
Dear Mr. Huff:
The Agreement for Supply of Standby Electric Service between Idaho Power Company
("Idaho Power") and The Amalgamated Sugar Company (''TASCa'') dated December 7,2005 ("the
Agreement") provides up to three megawatts of standby service on a uniform basis to your Nampa,
Twin Falls, and Paul facilties in Idaho.
The Idaho Public Utilities Commission, through Order No. 30508, authorized the
termination of all Uniform Service Agreements between Idaho Power and its customers effective
March 1, 2008. As a result, it is necessary to amend the Agreement to include the Supplementary
Contract Demand amounts formerly contained in the Uniform Service Agreement. The
agreement is to be amended as follows:
1. Section 2.14 wil be amended to read:
"Supplementary Contract Demand" means the individual amounts of
firm power, as specified in paragraph 4.3, Idaho Power has agreed to
supply to supplement TASCO's own generation at each of the three
TASCO Facilities.

firm power T ASCO has contracted to purchase under the Uniform
Service Agreement for each of the three TASCO Facilties to
supplement TASCO's own generation.
2. A new Section 4.3 will read:
SupplementaN Contract Demand. Idaho Power wil provide firm electric
power and energy, up to the kW amounts listed below, to supplement
TASCO's own on-site generation.
Nampa Facility.. ..... ........................... ...1 0,500 kW
Paul Facility........................................ .15,000 kW
Twin Falls Facility...................................7,500 kW
3. The current Section 4.3 will now be designated as Section 4.4.
4. The current Section 4.4 wil now be designated as Section 4.5.
If you approve of the foregoing amendments to the December 7, 2005 Agreement, please
indicate your acceptance in the space provided below, retain one copy of this Letter Agreement
and return a copy to Idaho Power.
