or influence to further delay or discourage such proj ects. In fact, my brother and I are
looking into the feasibility of a similar project. How the smaller players fair before
the Commission will have a direct bearing, positive or negative, on such future efforts.

Comment=descriptIon: I3eing a resident that lives a mile and a half away form fosil gulch
wind park and three miles from Cassia Gulch Wind Park and Cassia Wind Farm. I am for
these two farms coming on line as soon as posible. I am also for the production of wind
energy in Southern Idaho. These smaller proj ects that are locally owned and developed by
farmers within the area, not big developers and out-of-state energy companies are what
Idaho need.The reasons I bei ve that are:1. Electrici ty produced by wind costs no more to produce than the more conventionalmethods.2. Long term wind contracts will lock in a fixed rate that is normally subject to the
unpredictabili ty of fuel costs.3. Having small proj ects in various locations will create property tax revenue for many
counties, school districts, etc.4. My current rate is due to the fact that Idaho Power primarilyplants. With no new hydro plants in the foreseeable future we must
resources to keep the rates lower than what most other fossil fuel-charge.5. I, as well as thousands of other rate payers, support the use of wind to produce
energy, and our elected representatives almost unanimously embrace the use of wind power
to produce electricity.

Comment=descriptIon: am writing to let you know of my support for the Cassia Gulch WindPark and Cassia Wind Farm. It is my understanding that wind farm contracts would be able
to help, by not needing to depend on fluctuating fuel prices as a cost factor. As a
mother of nine children I need that stability. I have to budget everything and it would
be great to not have to adjust every year for power increases. I can I t afford that.
Please don t delay the request for the above indicated wind farm proj ect. I would be
willing to pay a little extra now, to ensure that in the future my electrical rates would
stay constant.

Comment description: We have all seen the rising costs of power, electricity, Fuel,
Natural gas. We are depleting these at a much higher rate than seems reasonable. One of
the immediate and cost effective solutions is what mother nature has given us for years,
Wind! Wind is a endless resource that we are not harnessing. It is imperative that we
immediately act on this and start using these resources. Wind has been here forever and
will remain. It is a perfect fit in Idaho. Especially in the areas that can sustain these
wind farms. We have been limited in how our hydro powered mills have been producing for
years. The lack of Snow pack gets worse every year. The Wind is our constant. The Cassia
Wind farm has been compiling data it is now the time to start these farms more in Idaho.

have been working for a long time to gather data and pertinent information regarding wind
powered electricity. Since costs to produce electricity are not higher than more
traditional methods and the outcome is steadier rates (as opposed to those powered by
fuel) I don t understand why Idaho Power is hesitating. These Cassia companies have been
developed by local farmers who know and understand the needs of our area. I see no reason
to continue delaying this matter.

In regards to Cassia Gulch wind farm, I feel strongly that Cassia Gulch Wind Park and
Cassia Wind Farm have been compiling data working on this project for several months.There is no reason to delay them any further. Wind generated power has proven to be aneconomic, clean, and readily available alternative to hydro-electric power. The smallerlocally owned farms can provide property tax revenue for several counties and schooldistricts as opposed to the large out-of-state operations. Elected representatives almost
unanimously recognize wind power as an obvious solution to the current power instabilityproblems. I stronly urge the approval of this wind proj ect, as there is no real obstacle
inhibi ting it. Quite frankly, it should have been passed through quite some time ago.

Comment descriptIon: I have tried to understand the logic behind the constant delay in
approval for the Cassia Gulch Wind Park and Cassia Wind Farm but for the life of me the
teeter-totter back and forth from Idaho power to the PUC smells worst than some of the
dairies sitting in Gooding county. It can not benifit anyone in Idaho to use such
strategies that will block the development of such a brilliant source of energy. Idaho
Power has used every means available to them to gain complete control of all sources of
power in this state and it is apparent that they seek only monatary gain from every person
living in this state forgetting that ALL CURRENT SOURCES OF ENERGY IN IDAHO BELONG TO THE
STATE! !! I would hope that the PUC would remember that it is in the interest of Idaho
citizens to develope every means of power to help KEEP our cost affordable because our

compiling data, and working quite actively to get these projects up and running. They
have been working on this for a long time and I don t feel they should be delayed anylonger.
I feel we should have alternate power resources, and these windmills will all for that.
California has used windmill for years, as well as other states. With all of the wind in
Idaho, it seems to be a no-brainer, when it comes to the use of windmills.
There are other opportunities as well: tax revenue for the communi ties that have
windmills in their locations, lower rates, and the fact that they will be owned and
developed by local farmers.
We need to utilize the wind we have been blessed with!!!

electrici ty. It's environmentally very clean and offered economic relief. As our state
continues to grow, we need to develop competencies with other clean, economical sources of
power. Wind is an excellent choice. The site location for this proj ect is a great locationfor an electrical wind farm. Its remote from populated areas, thus has low impact on
asthetics, and has a good source of wind. The local area will benefit from the tax revenue
created. I have lived in Idaho for 18 years. During that time my power bill has only
increased. As you know, cheap hydro-power is limited and the demand for power will onlyincrease. This wind proj ect is an excellent choice to add addtional power to the gird at
an inexpensive rate now and especially over the lower term, as fuel costs continue to
increase. As a power customer and a citizen, I ask you to please support this project, and
others like it. Other states have successfully incorporated wind production into their

CAssia Wind LLC projects. Wind is a natural resource which is readily available in thisarea. According to the data I have seen, wind is no more expensive than the regular
methods and it has few repercussions to the environment. Also, we are seeing huge amounts
of growth in the Kimberly Area, we need new energy resources to support the continued
growth. We have 6 new subdivisions going in with in a 2 mile radius from our house!!! It
would be prudent to obtain electric supplies now beofre the demand and costs sky rocket
because of an inadequate supply to all the consumers.

Comment description: I would strongly encourage the PUC to grandfather in Cassia Gulch
Wind Park and Cassia Wind Farm and allow them to contiue getting these projects up and
running. I think that they have been unneccessarily delayed long enough. To read all the
articles about power shortages and the growing need for additional power sources and yet
when a young company with the ability and knowledge coupled with the financing in place
steps up to the plate, someone calls time-out and delays what is a very viable and worthy
proj ect. This proj ect is to be locally owned and developed by local farmers wi thin the
area which I think is definitely a plus. So again, I ask for your support and approval for

Comment descriptIon: is my understanding that the Cassia Gulch Wind Park and Cassia
Wind Farm Project has stalled and is on the verge of being seriously delayed. This ismost unfortunate. We (the citizens of Idaho) need more sources of electricity that are
environmentally friendly and low cost to operate. As it appears that no new dams will be
built to increase hydro-electric electricity generation, the electricity producing
capacity can best be increased through further investment in environmentaly friendly power(such as wind power). Burning coal or other non-renewable resources is not a viable long-term solution.
Please continue with the Cassia Gulch Wind Park and Cassis Wind Farm so that these obvious
needs can be addressed. Thank you.

Idaho citizens and the Idaho legislature. There is a hard to ignore rumor that Idaho
Power Company continues to hinder the process of wind power development. As a state, we
grant IPCO some very special pri vliedges with regard to our land and our water. Yet IPCO
appears to be running against the general public sentiment for the development of wind
power as a diverse engergy source. When is the IPUC going to direct IPCO to be more
cooperative with regard to wind power?
Cassia Gulch Wind Park and Cassia Wind Farm have been compiling data and actively working
on getting these projects up and running for a long time. IPUC has already approved a
number of projects at the same location with apparent satisfactory wind data. Disapproval
of this proj ect will raise questions of fairness and obj ecti vi ty.
I am chagrined to hear about the technical reasons that IPCO uses to hinder wind power. I
have a hard time believeing that our Idaho engineers who work for IPCO are less comepetent
that the engineering staffs of other power companies across our nation that solve these
problems on a day to day basis.
Commissioners please support the almost universal sentiment of the legislature and theci ti zens of Idaho regarding the development of wind and other low cost sources of energy.
Please take a long term perspective and nurture wind power for our state. You can turn
the reigns on IPCO.

To Whom It May Concern:
I would like to voice my support of the wind farms that are going up around the
state of Idaho, specifically the ones Cassia Gulch Wind Park and Cassia Wind Farm on
Bell Rapids. I believe that wind farms like these are our future. They are such a great
way ofincreasmg our fault tolerance. We depend on hydroelectric dams for most all our
power. With the increase in FREE wind that blows in Idaho we can harness that to the
producing of lower cost power for all of us. I have mentioned this to nwnerous people
and all ofthen agree that wind power should and will be a part ofIdaho s future. I
personally think that Idaho Power needs competition to keep it so that the residential and
agricultural users in Idaho have a fair price for its power. With the increase threat every
year that we will run short on water, and the seeming increase in wind I do believe that
the wind farms can only help our situation here.
