TO SCHEDULE 66 (MISCELLANEOUS CHARGES)AND RULE F
(SERVICE ESTABLISHMENT AND DISCONTINUANCE)
On March 27,2015,Idaho Power submitted Tariff Advice 15-03 to revise Idaho
Power’s Electric Service Schedule No.66 (Miscellaneous Charges),proposing a new
reconnection charge for remote connection,consistent with Commission Order No 33229 in
Case No.GNR-V-14-01.Since the filing of Tariff Advice No.15-03,Commission Staff and
Idaho Power entered into a discussion concerning modifications to Schedule 66 and Rule F
that would clarify certain sections that pertain to connectldisconnect implementation.The
filing represents changes agreed to by Staff and Idaho Power.The Company requests that the
proposed revisions become effective August 1,2015.
BACKGROUND
On February 17,2015,the Commission exempted Avista Corporation,Idaho Power
Company,and PacificCorp dba Rocky Mountain Power from Utility Customer Relations
Rule (UCRR)311.04 and .05 (IDAPA 31.21.01.11.04 and .05).See OrderNo.33229.
Briefly,subsection (4)requires the utility to attempt to meet customers at their home or
businesses before disconnecting their service for non-payment to provide an opportunity for
the customer to pay their bill and avoid disconnection.Subsection (5)requires the utility to
inform customers how they can have service restored if payment is not made at the time of
disconnection.

TARIFF CHANGES
The proposed changes include the following:
Section 3 of Rule F has been revised to clarify when the Remote Service Connection
Charge and the Service Connection Charge are applicable.
Section 6 of Rule F has been revised to provide examples of what customer actions
may trigger a Field Visit Charge.
Schedule 66 has been updated to specilS the days when the Company is not open for
business and the holiday service connection and reconnection charges apply.The Service
Connection Charge is higher on Company holiday’s and weekends.
STAFF RECOMMENDATION
Staff reviewed the revisions to Section 3 Rule F,Section 6 Rule F,and Schedule 66
that Idaho Power filed on June 24,2015.Based on its review,Staff believes these changes
clarify Idaho Power’s tariff and are consistent with Commission Order No.33229.Staff thus
recommends approval of Idaho Power’s proposed changes to its tariff.

with an effective date of August 1,2015?

RULE F
SERVICE ESTABLISHMENT AND
DISCONTINUANCE
1.Service Establishment.A Service Establishment Charge as specified in Schedule 66,
unless otherwise specified in a different schedule,will be assessed upon initiating metered service with
the Company if service at the Point of Delivery is currently energized.The applicable charge will be
billed with the first regular bill.
a.Owners or managers of rental property that arrange with the Company to provide
continuous service between tenants will not be assessed a Service Establishment Charge when
the service reverts to the responsible party as arranged.
2.Continuous Service.At the request of owners or managers of rental property,the
Company will provide continuous service between tenant occupancy.Effective August 1 •2006 a
Continuous Service Reversion Charge,as specified in Schedule 66,will be assessed each time the
service reverts to the responsible party as arranged.
3.Service Connection.Where service at the specified Point of Delivery is currently
disconnected from the Company’s system,a Service Connection Charge or Remote Service
Connection Charge as specified in Schedule 66 will be assessed at the time service is connected.]Japplicablechargewillbebilledwiththefirstregularbill.The Service Connection Charge applies to all
service connections,except for remote service connections,for both metered and unmetered service.
The Remote Service Connection Charge applies only to those service connections where remote
capability of reconnection is available and when service is connected remotely.and will be billed with
the firct regular bill.The Service Establishment Charge does not apply when service is reconnected.
4.Service Discontinuance.At the Customer’s request,the Company will disconnect
service during normal working hours.There is no charge for discontinuing service.
a.When a Customer requests service be discontinued,service will not be
disconnected if another party has agreed to accept responsibility for service at the Point of
Delivery.Upon initiating service,the Customer requesting service will be billed a Service
Establishment Charge in accordance with this rule.
5.Termination Practices.The Company’s practices relating to Termination of Service are
governed by the Utility Customer Relations Rules (UCRR)of the Idaho Public Utilities Commission,in
effect at the time the event occurred which required application of the UCRR.If the Company’s Rules
and Regulations on file with the Idaho Public Utilities Commission contain provisions which conflict with
the UCRR,the provisions of the UCRR supersede those included in the Company’s Rules and
Regulations.
6.Field Visit.A Field Visit Charge,as specified in Schedule 66,will be assessed when a
Company representative visits a service address intending to disconnect or connect service,but due to
Customer action,the Company representative is unable to complete the disconnection or connection at
the time of the visit,Examples of Customer action include a)the Customer making a payment at the
door,or b)obstructing the Company’s access to the Customer’s meter or threatening to cause or
causing physical harm to the Company representative.

When a holiday falls on Saturday the previous Friday will be observed,when a holiday falls on a
Sunday,the following Monday will be observed.
