Re:Idaho Power Notice of Application to Increase Rates
During 2005 Idaho Power has already been granted an significant rate increase based on
their claims of higher fuel costs. Now they are asking for more even though fuel costshave returned to near pre-hurricane season levels.
The many of Idaho citizens who are simple wage-earners are not able to run to their
employers with the complaint expenses have gone up and therefore they must have anincrease in hourly or salary wages. We have all had to learn to live with unplanned and
excessive increases in all utilities.
These increases become a vicious circle: utility rates increase, businesses raise prices,supplies and services cost more, so ... another rate increase demand. This must stop in
order to create economic stability.
Idaho Power needs to better control their expenditures, as the ordinary citizens of Idaho
must do, and live within their means. Actually, I believe there should be a rate
REDUCTION since petroleum costs are no longer as they had proj ected for the last rateincrease.

Complaint description: As a consumer trying to make ends meet in this economic disaster of
our country s, I have growing frustration with the constant notices I receive in my
monthly bill for 13716 W Siphon Rd Pocatello, 10 83202 from Idaho Power for continued rateincreases. I think the IPUC is way too lenient with allowing these rate increases and
should impose on utility companies the crunch of finances the rest of the country ofci tizens is enduring. They do not need to make such a high profit on their product tostay in business. I think the IPUC ought to examine Idaho Power s profit statements
because I have a high suspicion that just as gas/oil companies have taken advantage of the
American economy reporting "record profits " while gas prices are at "record highs," so too
are utility companies jumping on that bandwagon. For instance, there have been numerous
occasions within my 5 year time at my residence that my electrical usage has decreased
substantially from months or years previous, yet as a consumer constantly prodded by Idaho
Power in their monthly mailings to "conserve energy " I have never been rewarded for such
conservation efforts. Instead, my rates are constantly going up from "annual costadjustments" to "summertime crisis rate increases," the list is never ending. The IPUC
needs to be more stringent in allowing rate increases until such time as true competition
is allowed to exist for power in Idaho. Thank you for your time.

Comment descriptIon: -r would like to comment for idaho power to try and get a 7.8% rate
increase is absolutely ridiculous. They keep applying for rate increases under the gise ofcosts to them to serve customers. The past increases have li teraly killed the farmers as
well as home owners. When will this commission tell this big company that part of making
record profits is investing out of their own pockets and not the responsibility of the
customers who are already paying record prices for this utility. Also they claimed that
power would go down but they are continually trying to force this commission to let them
have higher rates. Lets face reality and not increase the rates.

I Just received a letter from Idaho Power about a rate increase. I actually believe
the rate increase is too low. I was thinking a 10% increase would be better, but that is
not why I am writing. My question is why are the rates for large commericial, industrial,
and irriagation so?
