I am so disturbed by this that I write the commission. Please don t be bought by IdahoPower, please think what it would be like if you had a job where you were paid minimum wage and every year, the utilities were granted a 7.8% increase. Don t forgetCommissioners, where you started in life. Don t ever forget that! If you have forgotten the days when life was tough, and you had trouble making ends meet, then you need to spendsome time alone, in the cold, or in the heat and feel what the citizens feel. I am sickto death of Idaho Power and Intermountain Gas ' appeal and generally approved, however large or small, increases that this Commission gives these money mongers. Look at theirstock prices? I am appauled and you should be too. Unless they can prove that it benefi ts the customers and not some sob story about pensions and health care.... There are two reasons for my obj ection: 1) Residential and small commericial already bear the largest percentage of base rate costs. At a minimum, large commercial and industrial should be paying a more equitable portion of the base rates. The justification for the rate increase is to support an 11 to 12% rate of return for Idaho Power Company investors, many of whom are wealthy in their own right and do not reside in Idaho. This rate of return is 10 fold the increase of cost of living for social security and other sources of income for most citizens. The IPUC must consider the effects of the rate increase on already strapped users of electricity and natural gas. Please consider an alternative to increased rates to small businesses and residents such as higher rates for large and industrial businesses and a reduction in the percentage ofthe rate of return to investors. Ibelieve if a company needs to meet new costs associated with doing business there needs tobe a price increase. But I would think to ask for a 7.8 % increase there needs to be some real research here. This is a substantial increase. Especially since they are making record profits now. confused with why Small Commercial is being discrimminated against comparing that to Large Commercial. Small Commercial Users use less power and are normally more conservative when it comes to using power. Therefore saving power. Why penalize them? Actually they should pay less as an incentive for conserving power. We are in a world today that we are taught to conserve energy, yet Idaho Power is giving incentive priceing to Large Commercial who are less conservative in the use of power. Industrial and Irrigation are other large power users that are given pricing incentives and are less conservati ve on the use of power too.
