Comment description: Idaho Power, a public utility & monopoly is requesting a rate
increase effecting all it's customers. Idaho Power is able to give a return to it'stockholders while most Idahoans can I t afford stock or a retirement account... some can
even afford medical insurance. As a public entity you have the obligation to consider the
overall population and the voters of this state. In Ada County those with wood stoves
can t burn them a large percentage of the time due to air quality, Idaho Power has us over
a barrel. We cannot make our employers give us a raise when we please, or when a utility
decides to raise rates a huge amount...therefore, a majority living on $5.50, $6.00 or
maybe $7.00 an hour service jobs and cannot afford that increase. There is no increase in
higher paying jobs in this state... simply service or call center lower paying jobs. Unless
minimum wage is increased proportionately, say 7%, (Washington State has a much higher
min. wage) then public utili ties, such as Idaho Power, should be forced to keep in line
with wages. FURTHERMORE, Idaho power has gotten the equivalent of a rate increase every
year the water level is has been bit low for the past few years. This is something that
happens periodically through history and an intelligent company would plan for in advance.
This has amounted to a substantial increase over the past few years. If they want a
real" increase then go back to the "pre-water pack increases rate " and then allow them to
file. It doesn t matter WHAT you call it, that is a yearly rate increase to customerswi thout our having a say! Such a large increase will alos, very importantly, have a
negative effect on business and on the development of new business. This in turn hurts
the population and makes them less able to afford utili ties. There must a moratorium NOW
on rate increase until pay in this state increases proportionately!

Comment description: I see that Idaho Power is going before the PUC for an increase in
rates. I disagree with this request. I have recently built a new home in Emmett, 10; in
my situation it cost me $2000 just to have power to my home. This consisted of one pole
and a transformer plus 300 feet of wire (my home was 300 feet off the road) I even dug the
trench myself to reduce the cost. I understand the cost associated with this and
understand that my situation was different than normal for a new home; however, I also putin Natural Gas. The gas company did not even have a line running in front of my house!
The put in a new gas line of well over 1000 feet, and ran it all the way to my house at300 feet for no cost!! !! When I hear that Idaho power is asking for a rate adjustment to
cover cost I get angry, this company is a subsidy of Idacorp; Idacorp had record profits
last year, yet these two companies are treated as such; when they are in fact one
company!! I currently run two companies, one is a DBA of the other. I f I ran these two
companies as Idacorp is then I could justify my increases in one based upon the cost that
the other was selling me goods; therefore artificially inflating the cost!!! I am very
concerned about this current request for an increase!!

Comment description: Hello, I'm Willard Hansen, I 'm on disability and going to colleg 1'
sick and tired of the utillities power and gas crying poverty and rasing my rates in the
last 5 years utillities have risen 200%. my disabitity has risen 25% in that time. At some
point somebody has to reighn in these out of control utilli ties. At some point it gets

Comment description: I want to express my opposition to the increase for Idaho Power. Ihave made all changes I can to keep my power usage as low as possible. I am a 61 year old
woman chopping and hauling wood for the fireplace so I use as little electric heat as I
can. I have been doing all the conservation things for 20 years. Idaho Power has not shownme that they are doing everything they can to streamline their expenses, and they havelowered their dividend besides. I do not have anyone to ask to increase my fixed income as
I am a widow. Why does Idaho Power get to ask us instead of cutting their budget like we
do?
