Comment description: Idaho Power is again making claims to make necessary another increase
in usage cost. I am a home owner. I have been in my current home for 8 years. When
first moved to my home in Columbia Village my average electric bill during the winter was
$40-60 a month. I am now paying over $120 per month. It amazes me with the continued
growth and continued income Idaho Power is receiving from a larger base population and
steady increase of rates, that they would even consider yet another increase to the
consumer. Haven t we, the citizens been hit hard enough. Is it truely necessary tocontinue the gouging of the general populace? I find it harder and harder to pay my
utilities. I can t imagine how hard it must be on the elderly and other fixed incomepeople. Please decline their request. They use to brag on the affordabli ty and clean
means of heating. No more. It's time they became more responsible to those they serve by
tightening their belts not ours.

Comment description: I have been following the energy increases for many years whileIi ving in Idaho ( + 30 years
).
Given the monopoly or oligopoly we have servicing our
region how can we create an efficient long term competive advantage for the region
businesses. The cheapest hydro advantage we have enjoyed is becoming more difficult andcan not meet future demand, people and business desires to move into Idaho, electronictechnology ( hi tech ) has become the standard and requires cleaner and more consistant
electricity, oil and natural gas prices are going up and will be gone in 50 to 100 years,wind and solar appear helpful but limited in their usefulness, while coal and nuculear has
everyone affraid.
I feel coal gasification with basalt sequesterization of air emmisions has a lot to offer
for cost advantage and effective long term energy demand in our region. THERE IS A PROJECT
TRYING TO MOVE FORWARD BY POCATELLO, 10 and Idaho power has not encouraged it's successfrom what have seen and heard. THE APPEAR TO SUPPORT HIGHER LONG TERM COST OF NATURAL
GAS. Is this because they make more money when they can charge customers more money in a
monopoly and/or oligopoly market?
Please place some stong controls of encouraging long term low cost energy in our region
2050 -2100 ENERGY COSTS). I realize normal inflationary and security costs are
requirements but not encouraging
more energy plants at the lowest long term cost ( + 100 years ) is notwhats best for are region. The US has + 200 years of coal and nuculear capability.
Enviromental issues regarding these low energy cost plants are being and have been much
improved. We depend on your
guidance to help shape our energy future.
I suggeat you not approve this proposed increase without having Idaho Power present a 15
year plan to meet our energy needs ( low cost for a global economy). Transmission lines
are being proposed very close to
Pocatello, coal and bas salt sequesterization is nearby, low costland and empolyees are insupply. Timing is everything.
Please keep our costs at a competi ti ve advantage in the long term and build this as a
condition into any rate increases. IT CAN BE DONE WITH THE RIGHT BUSINESS PLAN.

Comment description: We want you to know that we object to another Idaho Power rate
increase. Is it absolutely, positively necessary? Our health insurance, property taxes,
gasoline, dental expenses, food etc. have all increased this year -- in some cases morethan 15%. Social Security will raise 4 % in January. It is getting very difficult to keep
up. Please keep Idaho Power in check as much as possible. Thank you.

This 7.8% increase on residential usage is bad enough during the winter months, but whenadded in with the artifical increases for summer usage, this is totally un-acceptable.
There are thousands of users in Idaho that are on fixed incomes and can not endure this
continuation of the IPUC to continue to grant whatever utility groups in this staterequest...........

Comment description: I received a notice of rate increase presented to IPUC of 7.8% on
10/28/05 and if I had any comments to contact IPUC. My comment is that I am opposed to
this rate increase. They state it is to offset operating costs and capital investments
(I assume new generating plants. I have read in other documents that there is a need for
increased capacity. Well, with more electricity being sold at or near capacity, this
should be a substantial increase in revenues, and with the increase of production with
new generation plants, that will be even more revenues for Idaho Power. Yes expenses will
go up, but it has always cost money to make money. Idaho Power has a monopoly in the
Electricity Supply Industry in our area; we have no other source of electricity that I am
aware of; therefore no need to be competitive. If anything, since our economy in our area
is depressed, rates should be going down, not up.

Complaint description: I am sure that Idaho Power needs the rate increase. I oppose anyrate increase to residenial customers. According to their graph my rate will increase as
a home owner is $.45 cents and small business owners is $.56 cents. But Industrial is
24 cents and large commerical is $.31 cents. Why are home owners and small business
taking the brunt of this rate increase its almost double. Some home owners are on a fixed
income and can t afford this incease. Why can t the Industrial, Large Commerical and agtake the brunt of this increase this time? Give the Residential and Small Business owners
a break this time. Thanks for your time.

Notice of Application To Increase Rates
Dear Idaho Power Customer:
On Oct 28, Idaho Power filed a request with the Idaho Public Utilities Commission (!pUC) for a 7.8 percent increase in
the base mtes we charge all of our Idaho customers. There are many reasons for this request and this letter is my opportunity to
share some of them with you.
The proposed increase would apply to Idaho customers' base rates, the portion that pays for Idaho Power s actual cost of
conducting business such as maintenance and operating expenses and capital investments. The new rate could become
effective June 2006 should the IPUC take the maximwn amount oftline to process the request.
Many of the issues within this case were closely reviewed by the IPUC as part of the company s last general rate request
filing two years ago. This filing represents adjustments to the company s operating requirements since that time.
There were several issues that delayed our 1003 general rate filing including an energy crisis here in the Northwest. Not
filing for such a prolonged period resulted in our company having to seek a double-digit rate increase. In the wake of our last
case, Idaho Power decided that it was in the best interest of its customers to file more frequent but smaller cases, such as the
one we filed last month.
With IPUC approval, the proposed price change would result in an annual revenue increase of$44 million to help offset
the company s yearly operating costs of approximately $606 million to provide electrical service to its customers in Idaho.
The proposed rate changes vary for each customer group, although the same overall increase of 7.8 percent has been
requested for each customer group. The chart below shows the average of all rate components for- our major customer groups.
However, the CUI'rent and proposed "average base mte" does not include the annual Power Cost Adjustment component, which
can increase or decrease the overall rate depending on the company s energy costs through April 2006.

If this request is fully authorized by the IPUC, the additional amount we are seeking would mean an increase of approxi-
mately $5 a month on the power bill of an average Idaho Power residential customer who uses 1,200 kilowatt-hours per month.
It is important to understand that Idaho Power s application is a proposal subject to public review and a Public Utilities
Commission decision. Copies of the filing are available on the IPUC website (www.puc.state.idus), Idaho Power s website
(www.idahopower.com) or at the commission office, 472 W. Washington St. Copies also are available at Idaho Power
