ORDER NO. 29957
On October 28 , 2005, Idaho Power Company filed an Application seeking authority
to increase its electric rates for all customers an average of 7.8%. If approved, the Company
revenues would increase $43 947 847 annually. The Company has requested that new rates
become effective on June 1 , 2006. Idaho Power serves about 450 000 customers in southern
Idaho and eastern Oregon.
On November 22, 2005, the Commission issued its Notice of Application and a
deadline for intervention. Order No. 29919. The initial Notice of Parties was issued on
December 21 2005. Order No. 29919 also provided that after the Notice of Parties was issued
the parties were to meet informally to devise a recommended schedule to process this case.
THE PREHEARING CONFERENCE
On January 5 , 2006, the parties convened a telephonic scheduling conference. The
following parties participated in the conference: Idaho Power, Commission Staff, Idaho
Irrigation Pumpers Association, Industrial Customers of Idaho Power, Micron Technology, the
S. Department of Energy, Northwest Energy Coalition, and Kroger Company. The parties
participating in the scheduling conference agreed upon a proposed schedule and recommended
that the Commission set the technical hearing for the week of April 24, 2006. After reviewing
the proposed schedule, the Commission found that holding the technical hearing the week of
April 24 did not provide sufficient time to review the record, deliberate, and issue an Order. The
