Air is a public resource, shared in common by not only all people, but all life,
therefore it is my belief that benefits of cleaning up the air, should be shared by all
for the common good. It is also important that this money, in this case $77 million
should be invested in improvements to the common good, not merely spent on existingproblems.
I would ask the PUC to do just that, to invest this money in solutions. The money
should be split among Idaho Power investors to encourage more investment in cleaning up
the companies coal plants, a portion of the money should go to energy efficiency,
conservation programs, and renewables in the form of grants to ratepayers in residential,
commercial, industrial and agriculture. Money should also be allocated to an "energy
education program" in the schools that would incorporate efficiency, conservation,renewables and education. An example of such a program is the Castle ford Solar for
Schools proj ect, where energy efficiency and a net metered solar installation created a
3KW project that also includes classroom benefits.
My suggestion is that 10% of the money go to Idaho Power investors, 10% to the
energy education project and the remaining 80% be split among the four rate groups. Theseallocations could be managed through the Energy Division of the Idaho Department of Water
Resources, which has similar programs already in existence.

Use the 77 mil for BSU research grants (long term), and to build a considerable largescale P. V. + wind energy site S. W. of boise in the desert. Similar to what PBR is doing in
