Complaint description: My complaint is that Idaho Power should not be allowed to suspend
new PURPA Wind contracts. Idaho Power can study the impacts of Wind Power on it's cost
structure without suspending new contracts. As a government sanctioned monoponly, I. P.enj oys special treatment that most businesses don t, but also has a responsibility not
only to it's shareholders, but to the people of this state to act in our best interests. I
suspect that if the production of solar, agricultural digesters/methane burners were to
boom the way Wind Power has recently, I. P. would seek a moratorium on that as well. PURPA
was passed nearly 30 YEARS AGO to encourage the development and diversification of our
energy resources. Anyone who reads the news or buys gasoline should understand how
important this is. Finally, Wind Power generation is a good for the agricultural industry
in Idaho, and provides a way for farmers to reduce their operating costs.
