Subject:Request Execution of Wind Power Contracts with Idaho Power Company
Case No. IPC-05-22 IPC Petition to Temporarily Suspend Wind OF Contracts
Dear Secretary:
For the past several months, we have been working with the Idaho Power Company ("IPC") to
negotiate and execute two OF power contracts, involving the 18 MW Alkali wind project (FERC
OF 05.,.5~) and the 18 MW Black Mesa wind project (FERC OF 05-54), both located near
GlennsFerry, Idaho (collectively, the "Projects
On June 14, 2004, our completed OF power contracts for the Projects were submitted via e-
mail to Mr. Randy Allphin at IPC "ready to sign . However, on June 17, 2004, IPC filed its
petition to suspend wind power OF contracts.
Therefore, since our contracts were ready to be signed PRIOR to the petition filed by IPC, we
request that the Idaho Public Utilities Commission authorize IPC to execute our OF power
contracts for the Projects under the existing Idaho published avoided cost rates.
