There are many of the studies of the type Idaho Power proposes available on the Utility Wind Interest Group Web (UWIG) site. http://www.uwig.org/operatingimpacts.html. And, if this is the group doing the most to study integration of wind, why is Idaho Power not a member? Idaho Power request would have a whole lot more credibility if Idaho Power were a member. Another point. PURPA proj ects take advantage of a wind resource that is not available tolarger proj ects. There are many wind resource sites in Idaho that are only capable of supporting approximately 10 average megawatts of wind power. They are simply not big enough to accomodate more. I have identified four of these sites on BLM land which I have an interested in developing myself. Energy is not something that is just laying around on the ground. We should not void this resource by thwarting the purpose of PURPA. Also, the 10 average megawatt format accomodates many al ternati ve ownership structures, many of which include local ownership. This is not the case with larger proj ects. Still 10 average megawatts do provide economies of scale. This size is probably enough to get the cost very nearly the same in terms of the ratio of capital cost to rated output as forlarger proj ects. I would very much question the ability of an independent "third party" consultant to be truly independent when it is hired by Idaho Power. It seems the best way for Idaho Power to learn how to integrate wind is learn as it goes and join UWIG. Transaction ID: 6281108. This is not a complaint but an observation. I am a believer in renewable energy sources and the purchase of wind generated power from small producers by a large corporate monopoly appears to be just what the doctor ordered. Now that it may be catching on Idaho Power wants to try and derail these investments until it can be studied. Now that Idaho power rates have increased high enough since the federal Public Utility Regulatory Policy Act passed by Congress it is now feasible for small wind producers to install technology and with low interest rates it puts the icing on the cake. It is obvious Idaho Power s Jim Miller doesn t want to have to purchase this power from the small guy because it will affect their profit structure possibly creating a derogatory affect on the price of their stock. By agreeing to their moratorium request the IPUC could create an environment in which money already invested would be lost and loans now in process would be cancelled due to higher interest rates. This would be sad state of affairs. Please deny their request. For the record I am not affiliated with any wind power investments nor in the near future to I anticipate doing so, but Idaho Power should not be having it their way all of the time. They should stop purchasing fossil fuel generated power and replace it with all of the wind power they can buy.
