Al though I have been reading a bit this case on you websi te, and about the EPA Acid Rain Program and SO allowance trading on the EPA websi te, I still don t understand enough to make detailed comments. While the EPA Program has reduced total S02 emissions from power plants nationwide, I fail to see how it protects the public in the vicinity of a plant which buys allowances in order to pollute at rates above its cap. I am mostly concerned about how this proposal would impact Idaho; whether it wouldfacili tate the construction of any coal-fired power plants in the state. Many people, including myself, think that the advent of coal-fired power plants in Idaho would be mistake. I also wonder how much choice you have in deciding this matter, since this is a federal program. Incidentally, the EPA web page indicates that states are free to set their own S02 standards and make them more stringent than those of EPA. I would suggest that you consider making recommendations to the Idaho Legislature to do so, keeping a state S02 limi t close to what actual emissions are now.
