YOU ARE HEREBY NOTIFIED that on June 2, 2005 , Idaho Power Company filed
a Petition with the Commission requesting an Order providing Idaho Power with' a limited
waiver of Utility Customer Relations Rule 201.03 to accommodate the meter data translation
system used to implement the time-variant pricing associated with Idaho Power s Schedules 4, 5
and 19.
YOU ARE FURTHER NOTIFIED ,that on March 22, 2005, the Commission
approved two optional, pilot projects implementing time-variant pricing for residential
customers: Schedule 4, Residential Service Energy Watch Pilot Program, and Schedule 5
Residential Service Time-of-Day Pilot Program. Order No. 29737. These programs, as well as
Schedule 19, Large Power Service, utilize advanced meter reading (AMR) to facilitate time-
variant pricing.
YOU ARE FURTHER NOTIFIED that the AMR system collects the customers
hourly usage data and, to implement time-variant pricing, a data translation system accumulates
this data into appropriate time periods (e., on-peak, mid-peak, and off-peak). As a result
customers will receive bills that display their total energy consumption but do not display the
beginning and ending meter readings, as required pursuant to Utility Customer Relations Rule
201.03. In order to provide such information, Idaho Power would have to modify its data
translation system. Modifying the meter data translation system, which is owned and maintained
by a third party, would be costly and, according to Idaho Power, is not economically feasible.

YOU ARE FURTHER NOTIFIED that the Commission has reviewed the Petition in
this case and has preliminarily determined that the public interest in this matter may not require a
hearing to consider the issues presented, and that the issues raised by the Application may be
processed under Modified Procedure , by written submission rather than by hearing.

YOU ARE FURTHER NOTIFIED that the Commission may not hold a hearing in
this proceeding unless it receives written protests or comments opposing the use of Modified
Procedure and stating why Modified Procedure should not be used. IDAPA 31.01.01.203.
YOU ARE FURTHER NOTIFIED that the deadline for filing written comments or
protests with respect to Idaho Power s Petition and the use of Modified Procedure in this case is
twenty-one (21) days from the service date of this Order. The comment must contain a statement
of reasons supporting the comment. Persons desiring a hearing must specifically request a
hearing in their written comments. Written comments concerning this Application shall be
mailed to the Commission and the Applicant at the address reflected below:

ORDER
IT IS HEREBY ORDERED that the Petition of Idaho Power Company for a limited
waiver of Utility Customer Relations Rule 201.03 as it applies to time-variant pricing service be
processed by Modified Procedure, IDAPA 31.01.01.201-204. Persons interested in submitting
written comments in this matter must do so no later than twenty-one (21) days from the service
date of this Order.
