SUBJECT: AVISTA’S APPLICATION TO UPDATE SCHEDULE 51,
CASE NO. AVU-E-15-03
On March 31, 2015, Avista Corporation filed Tariff Advice No. ADV 15-01-E. The
Company proposes to revise its Electric Line Extension Schedule 51 by updating line extension
costs based on changes to the Company’s Construction & Material Standards, and actual average
costs of all material and labor used in line extensions during 2014. The proposed revisions
include the removal of large “Three Phase” commercial and industrial customers from Schedule
51. Avista 2015 Schedule 51, Tariff Sheet 5(c) (legislative form). The proposed changes are to
take effect on May 18, 2015.
STAFF RECOMMENDATION
In the past, the Company has updated Schedule 51 by tariff advice. However, last
year, the Company sought to update allowances which, at the time, had not been updated since
February 2001. See Order No. 28562. In that matter, Staff recommended – and the Company
agreed – that the case be processed under Modified Procedure. In this case, Staff again
recommends that the matter be processed under Modified Procedure. The basis for this approach
is to afford Notice and a 21-day comment period regarding the proposed revisions, in particular,
the removal of Three Phase commercial and industrial customers from Schedule 51. The
Company advises Staff that it concurs with this approach, and the tariff advice has been filed as
Case No. AVU-E-15-03.
