The notice included information about a request for a rate increase for the construction of a Bennett Mountain Power Plant. My understanding is that the 1.84% increase would give Idaho Power $9 600,000 per year to build a new facility that would help fill the need for greater power demand. I can see why this rate increase would be a benefit to Idaho power, and in turn a benefit to its customers. However, I believe alternate ideas should be considered. Idaho customers are funding the construction of a new facility, why not have it be a facility owned by an Idahoan? I have been looking for a way to fund a power plant, and would be happy to use the funds to construct a wind farm, a geothermal power plant, and other facilities if necessary to help provide for additional power needs in Idaho. Please send me infonnation on what I need to do to have a rate increase implemented to construct power-generating facilities for my company. I would sell all power produced to the Idaho public electricity provider at contract rates and benefit customers in several ways. First, I would provide the electricity they need and depend on. Second, I would provide jobs for those working for the power company. Lastly, profits would return to the Idaho economy. It is in Idaho s best interest to support new companies generating power. Please consider awarding any rate increase to my company rather than theirs. Sincerely, Matt Malouf
