Dear Commissioners:
The City of Boise has concerns regarding the street light tariffs proposed in the referenced case.
Our understanding is that the Bennett Mountain Proj ect was needed due to increasing power
requirements, especially at peak periods. The City has three primary concerns:
The cost of power is only one component of street light rates. A significant portion
of the cost is related to the operation and maintenance costs, and for company owned
lights, for the capital component. City staff believes that in the range of half of the
schedule costs are not related to power. The rate for components not related to power
costs should not be increased by this project.
Our understanding is that the need for the Bennett Mountain Proj ect was primarily
driven by peak load demands. Street lights only operate during non-peak periods, so
power costs should either not be increased or increased at a lower rate.
The latest cost of service study we have found (from Case IPC-E- 03-13) indicates
that street light revenue is 26% more than the cost of street light service. This
inequity should be corrected.
The City of Boise paid roughly $480 000 under the Schedule 41 tariff last year, and thus has a
significant interest in these rates. This also affects all other cities served by Idaho Power under
this schedule. The City requests your consideration of our concerns. Should you have questions

Comment description: You should not approve a Natural Gas fired Power plant for Idaho.
It is a waste of gas and money to make Electricity from Gas. It is just too ' Exotic ' and
a poor use of Gas. And, you should not approve a coal-fired plant in Idaho due to the
extreme pollution generated by all Coal fired generation facilities. You should be
supporting and pushing for an ultra-modern Nuclear Power facility for Idaho at the INEL.
Bonneville power is goverment power so what is the obj ection? The best & finest personnel
in the Nuclear Power Industry are in Eastern Idaho and the INEL was ther first Nuclear
Power Plant to generate electricity in the world. What is the issue?

Thank you for your attention on the following. I am concerned about and do not think that
your should approve the base rate increase of 9.6 Million Dollars for the Bennett Mountain
Power Plant. This increase should be passed on to the farm/ranch irrigation and air
condi tioning users. The Idaho Power is presently giving brakes of $ 7 . 00 to air
condi tioner users (in the hot part of the state) and lower rates to irrigation users.
Irrigators also remove water from the rivers that generate electricity at a critical time
of the year.
I do not use air conditioning or irrigate therefore I should not be subsidizing those
acti vi ties.

Comment description: Idaho power wants to raise the consumers ' rates to pay for additional
power plants or increased production. This sounds just plain wrong to me.
Idaho Power gets a return on their investment by having more power to sell at a profit!
Why should I have to invest into a moneymaking venture with Idaho Power if I don t get areturn on my investment? They cerainly won t be issuing stocks or bonds for this venture,
and they will certainly be making a profit (or asking for a rate increase to cover theirbad investments...
Other businesses don t get to charge every consumer an extra amount to invest in capital
expenti tures for the purpose of increasing sales at a profit.
Base rates need to stay the same in Idaho. Idaho Power is trying to raise their rates to
expand their coverage and to be able to sell more electricity at a profit - not meet aneed that isn r t already being met.
