Comment description: I would like to offer a comment in support of adopting wind energyand oth r clean energy al ternati ves The wind we receive in these parts might as well go
to some good use. Wind farms have proved viable in many other states, Wyoming and
California come to mind, and anything we can do to ease the burden on the power grid is a
step in the right direction. Especially when the al ternati ves are coal fired, heavily
polluting power plants, and dams that destroy natural ecosystems and create artificialones.

Comment description: On buying wind power: I am greatly in favor of Idaho Power buying
from wind generators, and feel this shoud only be the a small portion of renewable powerutilization. More of these proj ects should be put on-line in any area that will supportthe generators. The continued dependence on fossils fuels has to be lessened to a great
degree before the peak producution of those fuels hits - if it is not here now. It is
always argued that renewables - just li ke this proj ect - cost more than other methods, but
what about the cost to the environment of digging the coal and burning it at power plants.
The cost to set up renewable generation plants will NEVER be less costly than today, so
utilization of these must take place

However, the aircraft warning lights on the existing Fossil
Gulch windmills are an extremely annoying feature for the residents of this valley.
Considering that the valley floor is nearly 1000 vertical feet BELOW the tops of the
towers, these lights need to be shielded so that the lights are only visible 200' above
the ground level at the towers. Certainly, any new towers greater than 200' ft in height
associated with any of the new windfarms should (must) have shielded lights to avoid light
pollution on the ground.
While building these four new wind farms is generally okay with me, it is important that
the siting decisions for these new towers are done in conformance with environmental
studies that minimize the impacts upon night flying birds, bats, and raptor flyways. It
is also important that habitat for prairie grouse (sage grouse, sharp-tailed grouse, and
lesser and greater prairie-chicken) be kept intact and not fragmented by wind turbinedevelopment. Leks and traditional mating grounds should be avoided. I am assuming that
these environmental studies have beec completed by competant scientists and that the
applicants have configured their development proposals to conform with them.

wi th the City of Hagerman but I am providing these comments as a ci ti zen and individual.
am not opposed to the development of more windmills in the vicinity of the Fossil GulchWindfarm. However, it should be recognized that when anyone moves in next door they impact
their neighbors. In the name of "benefiting the economy" it seems we are willing to accept
water, air and viewshed degredation as a necessary tradeoff. My position is that it is
unfair for any individual, company or enterprize to have a operate in an area and impact
resources that are held in common (i. e., air, water, soil, views, etc.) and only take from
neighbors and local communni ties without contributing *directly* toward improving the
quality of life of their impacted neighbors. In the case of these windmills, Exergy is
changing the viewshed along the Thousand Springs Scenic Byway. This is a negative impact
but, as good neighbors, they have an opportunity to offset that impact and turn their
existence into a plus for the local area. Instead of operating merely for their own profit
and to supply electricity to other regions, as a good neighbor, Exergy could assist in
local efforts to promote the Thousand Springs Scenic Byway, assist in the cost of
interpreting wise uses of our natural resources, aid in developing recreation attractions
and tourism businesses and support green energy education and resource protection in ourarea.

Comment description: regarding the proposed wind electric with idaho power. i am in favor
of the proposed proj ect. there are several wind sites in idaho which need to be developed
and well as geothermal sites. The public needs to feel comfortable that wind and
geothermal can offset the loss of hydro power now on the snake river in hells canyon and
convert hells canyon into a much more fish friendly site than it is now. Steelhead andsalmon are a very posi ti ve economic resource that is being ignored due to hydro electricproduction.thanks
