being forced , without choice, to pay all the add-ons on all the utility bills. If IPC
thinks it is such a good program then they should be willing pay for atleast 1/2 of the
cost out of their gross income. My power bills run about $1000 per/mo and an additional
4% ($24.00) is way too much. Everybody should pay for their own equipment upgrades.
