Gentlemen
An item in The Idaho Statesman reported recently that Idaho Power
wishes to pass on to its consumers the costs associated with the company s cloud
seeding experiments.
I would oppose such a move for two reasons:
1. It is apparently an experimental program and should therefore be
considered a R&D program not chargeable to rate payers.
2. It would be almost impossible to quantify the amount of
additional water such a program would provide even if it were successful, which
is unlikely.
