Washington St. Boise, Idaho 83720-5983 RE: In the matter of the filing of Idaho Power Company s 2004 Electric Integrated Resource plan - Case No. IPC-04- Dear Ms. Jewell: Sempra Energy Resources (SER) is hereby responding to the request for comments by the Idaho Public Utilities Commission (the IPUC) regarding the 2004 Integrated Resource Plan (the IRP) as submitted by the Idaho Power Company. The IRP presents a fair and detailed analysis of the benefits and costs of different demand side and supply side resources, all for the purpose of providing reliable, efficient, and affordable energy to the ratepayers. Idaho Power s proposed plan is well-balanced and consistent with SER's long-standing support for similar programs. SER believes that meeting the future demand for power in Idaho and the Pacific Northwest will require a mix of varied sources of generation, including energy from renewables and traditional fossil fuels. Renewable energy, however, needs to be complemented by reliable base load generation that does not depend upon time of day or weather for its operation. SER believes that a modem, efficient, and environmentally responsible coal-fired generation plant will provide an economical and reliable solution for such base load generation. SER is currently conducting studies to determine the feasibility of building a modem coal-fired facility in Idaho. This facility would utilize abundant domestic supplies of stable, low-cost, and low-sulfur coal. Such a project will bring significant tax revenues, jobs, and other economic benefits to local communities and the state. If SER proceeds with the development of the project, we hope that both Idaho Power and the IPUC will allow such an option to be given fair and serious consideration. Sempra Energy Resources is not the same company as SDG&EISoCaIGas, the utilities. Sempra Energy Resources is not regulated by the California Public Utilities Commission, and you do not have to buy Sempra Energy Resources products or services to continue to receive quality regulated service from the utilities. Recent studies for the Northwest Energy Coal tion show significant amounts of mega watts available both from conservation/efficiency and renewables. I hear Seattle City Power and Light are looking to meet their load growth through conservation and efficiency. Idaho Power needs to invest more in efficiency and renewables before it moves into coal. A recent study out of Nevada and backed by a similar study in Colorado, indicates a tie between increased air pollution and diminished snow pack. I see nothing in their IRP regarding solar and I think there needs to be more emphasis on net metering. They also need to be more agressi ve in load shaping. Bill Chisholm Transaction 10: 126833. I'm requesting in my written comments that a public hearing be conducted in Weiser Boise, Twin Falls, Pocatello and Salmon, Idaho, for the following reasons: There is no way the majority of the rate payers can express their opinions without a public hearing, which includes me. I want a full investigation of the energy savings in the Leadore, Idaho area wind fann, which should include an order from the Idaho Public Utilities Commission to Idaho Power Company to do this study for the great savings to the general public. (Existing records show $46 million per year savings to the general public.
