(IRP) We will be requesting this hearing according to the attached Exhibit A and B. At the present time we feel the general public should have the opportunity to voice their opinion on the competitive energy source from the Leadore, Idaho wind farm, which Idaho Power Co. should own and operate. We will be requesting a hearing in Boise, Twin Falls, Pocatello and Salmon for the general public s comments. Information is available for the general public and who ever it may concern on the Internet. Internet address is (leadoreidahowindfarm.com). Capital Enterprises, Inc. and Warren P. Chapman, as an individual, will be making written comments on the plan which will be submitted to the Commission Secretary before December 3, 2004. Capital Enterprises, Inc. and Warren P. Chapman, as an individual, will be requesting written comments that a public hearing be conducted so the general public will have an opportunity to comment on the savings to the general public, the Leadore, Idaho wind farm will have for many years to come. We have also received a copy of Idaho Power September 3, 2004 reply letter to you concerning the proposed project. As pointed out by Idaho Power in its letter, Idaho Power recently sublnitted to the Commission its 2004 Integrated Resources Plan (IRP). The IR.P is a plan that outlines how Idaho Power s loads are expected to grow over the next 10 years and how the Company intends to meet those loads. The 2004 IRP includes as part of the plan acquisition of350 MW of wind generation over the lO-year planning period. I believe that the IRP and its review process is the appropriate forum to debate the merits of wind energy and its proper place in Idaho Power generation portfolio. The IRP is available on Idaho Power s website, or you can request a printed copy directly from the Company. As part of the review process for the 2004 IRP, the Commission has set up a public comment period. Written comments on the plan may be submitted to the COlllmission Secretary, and n1ust be received no later than December 3, 2004. I have enclosed a copy of the Commission Order establishing the COffilnent period. The Commission is not planning to conduct public hearings as part of the review process, however y,tJumay:request in your written comments that a public hearing he conducted if for some reason you believe issues calmot be adeCluately addressed through written su omissions. As Idaho Power also pointed out in its letter, the COll1pany intends to acquire wind generation through a competitive solicitation process. The Colmnission expects that a Request for Proposals (RFP) will be issued by Idaho Power before the end of this year. I encourage you to participate in the RFP.process if you believe you can submit a competitive proposal. Please keep in touch with Idaho Power directly if you intend to participate. IPC-O4- NOTICE OF FILING NOTICE OF COMMENT DEADLINES ORDER NO. 29614 On AugUst 27, 2004, Idaho Power Company ("Idaho Power \ " Company ) filed its 2004 Integrated Resource Plan (IRP) with the Commission. The Company s filing is pursuant to a biennial requirement established in'Commission Order No. 22299, Case No. U-1500-165.. The IRP describes the Company s growing customer base, load gro~ supply-side resources and demand-side management. Additionally, the 88-page IRP document and related appendices contain information regarding available resource options, planning period forecasts, potential resource portfolios, risk analyses, a ten~year resource plan, and a near-term action plan. Idaho Power requests that the Commission issue an Order accepting and acknowledging the Company s 2004 IRP and finding that the 2004 IRP meets both the procedural and substantive requirements of Order No. 22299. In this Notice, the Commission establishes a lengthy review period and written comment deadlines. NOTICE OF FILING YOU ARE HEREBY NOTIFIED that the complete 2004 IRP consists of five separate documents: the IRP document, an Economic Forecast, a Sales and "Load Forecast, a Demand-Side Management Annual Report, and a Technical Appendix. YOU ARE FURTHER NOTIFIED that Idaho Power worked with representatives of . major stakeholders for almost a year to develop the 2004 IPR. Members of the environmental community, major ~dustrial customers, irrigation representatives, state legislatures, Commission representatives, the Governor s office, and others fonned the Integrated Resource Plan Advisory Council (IRP AC) and made significant contributions to the Plan. To obtain public input, the Company made "live ~' presentations oftbe draft IRP throughout its Idaho and Oregon service territory, with public n1eetings in Pocatello, Twin Falls, Boise and Ontario Oregon. YOU ARE FURTHER NOTIFIED that the 2004 IR.P places a greater emphasis o~ conservation arid demand reduction options than the 2002 IRP. Following a risk analysis of 12. resource 'portfolios, Idaho Power selected a diversified portfolio with nearly equal amounts of renewable generation and traditional thermal generation as the preferred resource portfolio. contains nearly equal amounts of renewable generation and traditional generation as well as demand response and energy efficiency programs.. The selected. portfolio will increase the Company s power supply by approximately 800 aMW and increase the capacity of the system by almost 940 MW over the planning horizon. 'Of this increase, 124 MW are achieved through demaIid-side management (DSM). More specifical1y, the balanced portfolio selected for this plan is composed of: 76 MW Demand Response Programs (DSM) 48 MW Energy Efficiency Pro grams (DSM) . 350-MW Wind-Powered Generation 100 MW Geo1;J1ermal-Powered Generation 48 MW Combined Heat and Power at Customer Facilities . 88 MW Simple-Cycle Natural Gas Fired Combustion Turbines 62 MW Combustion Turbine, Distributed Generation, or Market Purchases 500 MW Coal-Fired Generation , YOU ARE FURTHER NOTIFIED that Idaho Power s lRP is based on an expected increase in households within its service territory from 320 000 today to over 380 000 by the end of the planning period in 2013. YOU ARE FURTHER NOTIFIED that in light ofpubl~c input and reg~latory support of the 2002 IPR planning criteria, Idaho Power continues to emphasize a resource plan based upon a worse-than-median (70th percentile) water conditions. While the proposed resource portfolio represents current resource acquisition targets, the actual resource portfolio may differ fi'om the outlined quantities and types depending on many factors, including the response Idaho Poyver receives from various Requests for Proposals that it intends to issue to acquire new renewable and DSM resources. The 2004 IRP includes a near-tenD action plan that sets out specific actions to be taken by Idaho Power Company prior to the next IRP in 2006.
