Box 504 City: Ketchum State: 10 Zip: 83340 Horne Telephone: 208-726-9278 Contact E-Mail: redfish~bluefish.org Name of Utility Company: www.bluefish.org Add to Mailing List: Please describe your question or comment briefly: The Idaho Mountain Express (1/17/1) reports: Idaho Power Co. is seeking approval from the Idaho Public Utili ties Commission for two pilot programs to encourage energy efficiency. One, IPC-E-04-15, would allow an annual increase to customers I electric rates if company investments in energy efficiency programs increase company costs. In other words, the plan would prevent the company from losing money when it invests in such programs. The other, IPC-E-06-32, would give the company financial incentives for meeting performance levels in a program to encourage energy-efficient home construction. As I recall, the most recent rate increase allowed of Idaho Power was justified by the increase in demand for electricity. Now, as I understand it, Idaho Power is seeking arate increase if demand is decreased by conservation or efficiency measures. It seems as though ratepayers are being asked to take it from both directions. How is thisjustifiable?
