However , there is one aspect of this case that troubles me and that I obj ect to. Idaho Power proposes to pay Renewable Energy a rate that is 20% higher in July, August , November , and December. This proposal appears to be a classic example of a self-fulfilling prophesy. In Case IPC-E-03-, Idaho Power is asking the PUC to approve a significant base rate increase that includes a 25% higher rate for the summer months of June thru August since it must "increase its use of more expensi ve thermal generating resources or to increase purchases from the wholesalemarket..." (IdaCorp Fall 2003 BULLETIN) There appears to be a definite conflict ofinterest here. Idaho Power s proposal in this case IPC-E-04-5 to pay more in July and August for power that shouldn t cost any more to generate than any other time of the year just goes to support its position in Case IPC-E-03-13 that summer power costs are more. How convenient. I f the PUC approves the Idaho Power proposal to purchase power from Renewable Energy, it ought to do so without the 20% higher rate for any time of the year.
