Case No. IPC-O4- COMMENTS OF IDAHO IRRIGATION PUMPERS ASSOCIATION IN SUPPORT OF TARIFF SCHEDULE 23 COMES NOW the Idaho Irrigation Pumpers Association, Inc. ("Irrigators ), through counsel, and hereby respectfully submits these Comments in support of Idaho Power Company Application to institute an Irrigation Peak Clipping Pilot Program ("Program ) by implementing Tariff Schedule 23. PacifiCorp s Irrigation Load Control Credit Rider Program - Schedule 72 (P AC-03-03) has proven to be a successful demand response program by reducing both peak hour demand and energy consumption and providing a means for participating irrigators in eastern Idaho to reduce their electric bill. As a result, many irrigation customers of Idaho Power have expressed interest in a similar program. Idaho Power has responded and should be taking action in a timely and progressive fashion in developing this similar demand response program for irrigation customers. The Irrigators support the Pilot's stated goal of assessing the efficacy of using Timers on irrigation pumps to reduce summer peak and assessing customer participation, volunteerism satisfaction, and retention, as well as to monitor any unintended consequences from Comments of Idaho Irrigation Pumpers Association - 1 participation. The Irrigators look forward to the opportunity to review and evaluate the results of the Program reported by the Company to the Commission. Thereafter, it is the desire and expectation of the Irrigators that the program could be modified as may be appropriate and instituted as a permanent program designed to be cost effective to the Company and also priced appropriately to create an incentive for participation by irrigation customers and fully and fairly compensate them for the resulting reduction in summer peak demand. Finally, the Irrigators urge the Commission to promptly approve and implement the Program and Tariff Schedule 23 , under Modified Procedure. RESPECTFULLY SUBMITTED this zL/day of February, 2004.
