PETITION
COMES NOW Idaho Power Company ("Idaho Power" or the "Company") and
pursuant to RP 53, hereby petitions the Idaho Public Utilities Commission ("IPUC" or the
Commission ) to issue an Order modifying the reporting requirements set forth in
Commission Order No. 22299 issued on January 27, 1989 and Commission Order No.
29026 issued on May 13 , 2002. The Company seeks Commission approval to consolidate
into one report the Company s conservation and demand side management program
reporting requirements as set forth in the aforementioned Commission Orders.
PETITION - 1
The requested modification to the reporting requirements is intended to
eliminate duplication of information , permit more effective reporting of all of the Company
conservation and demand side management ("DSM") programs and provide a single
report in which all information relating to Idaho Power s conservation and DSM programs
may be found.
BACKGROUND
On January 27 , 1989, the IPUC issued Commission Order No. 22299 in
which the Commission directed the regulated electric utilities operating in the State of
Idaho to submit to the Commission annually and no later than April 15 of each year a
report detailing the conservation activities undertaken and planned for each customer class
as well as for low-income customers. Since issuance of Order No. 22299, Idaho Power
has annually filed its "Conservation Plan" with the Commission.The Company
Conservation Plan incorporates into one document the reporting requirements set out in
Order No. 22299.
On May 13 , 2002 , the Commission issued Order No. 29026. Included in this
Order is the requirement that Idaho Power file an annual written report with the
Commission detailing the Company s conservation program activities which utilize the
demand side management (DSM) tariff rider funds, the Energy Efficiency Advisory Group
(EEAG) recommendations with respect to those activities, the Company s response to the
EEAG recommendations, the program costs and accounting data, the customer response
to those programs and information on new DSM opportunities. The Company timely filed
its first "Annual Demand Side Management Report" on January 30, 2003.

PETITION TO CONSOLIDATE REPORTING REQUIREMENTS
Idaho Power Company hereby petitions the Commission to authorize the
Company to consolidate its Conservation Plan and Demand Side Management Plan, as
required by Order Nos. 22299 and 29026, into a single report that would be filed annually
with the Commission. The Company maintains that consolidation of the information
provided in these two documents into a single document would eliminate the duplication
presently occurring as a result of the separate reporting requirements , would permit more
effective reporting of all of the Company s conservation and demand side management
programs and would provide the Commission and the public a single report in which to find
all the information relating to Idaho Power s conservation and DSM efforts.
The Company suggests that the consolidated annual report be submitted to
the Commission no later than March 15 of each year. That time frame would provide the
Company with sufficient time in which to retrieve and report on the DSM data and activities
from the previous calendar year and would allow the Commission adequate time in which
to review the Company s DSM activities and to adjust the rider, if necessary, when the
Company s Power Cost Adjustment is reviewed and adjusted by the Commission.
Should the Commission grant the Company s request to consolidate the
Conservation Plan and the Annual Demand Side Management Report, the Company
requests that the January 30 due date for the Annual Demand Side Management Report
and the April 15 due date for the Conservation Plan be suspended and that March 15 be
selected as the annual due date for the consolidated report that would incorporate the
information contained in the Company Conservation Plan and Demand Side
Management Report.

CONCLUSION
NOW WHEREFORE , based on the foregoing, Idaho Power Company hereby
requests that the Commission issue its Order (1) permitting Idaho Power Company to
consolidate its annual Conservation Plan and its annual Demand Side Management Report
into one single report and (2) requiring that the consolidated report be filed annually with
the Commission no later than March 15 of each year.
Idaho Power Company does not believe that an evidentiary hearing is
necessary to consider the issues presented by this Petition and requests that the matter be
processed under modified procedure.
