Comment description: Idaho Power states that they need an increase because they added so
many new customers.
New customers generate more income. When businesses in the private sector get a lot of
new customers and have to increase capital improvements to handle them, they get loans,
then pay the loans off in future years from the revenue generated from the new customers.
They don t raise prices and thereby penalize all of their old customers.
