Idaho Power Company should be able to find means to cut their expenses as do most of the senior citizens have to do. We know what we can afford to buy, and we have already tighten the belt due to other skyrocketing expenses that we have to bear. No one gives us a large annual bonus, nor pays any duesfor us to belong socially to organizations. No 19. 9%increase, please. The smallest increase we may be able to bear. Nearly every business, in particulary the company I work for , is dependent upon agriculture in Aberdeen. From potato packingcompanys like Pleasant Valley Potato, which I work for, to the local drugstore, the main some of income is derived ultimately from the local farming operations. With the huge increase in fuel prices recently, the rising price of steel, the local property tax increase due to the construction of a badly needed middle school , and the rising labor costs, the budgets of the local are stretched about as thin as they possibly can be. An increase of that magnitude in their power bill would, I believe, potentially lead to more farm foreclosures and ultimately a loss of jobs in the Aberdeen area. I'm certain that Aberdeen is not the only community facing this problem. Please deny the proposed rate increase, or at least make the rate charged to irrigators equal to that being charged large businesses. Transaction 10: 416926. Just like everybodyelse has to. I absolutely refuse to pay for Pension Plan recovery and Employee Incentiveprograms. These things in NO WAY benefit my family or me and I will not pay for 10 Power s poor financial planning or decisions. Their inability to control and deal with their finances properly is not the concern of 10 Power customers. If they want to recover these costs have them take more money out of the Employees paychecks, the people who actually do benefit from these programs should be made to pay for them, NOT the 10 Powercustomer. I will not pay $10.00 a month for nonexistent "service They come and read the meter and nothing more. $2.51 is plenty. 10 Power offers me no services of any kind.They turn own my power I pay the bill. Period. They charge outrageously to come andrepair" their lines and their "Customer Service Representatives " are so rude and uncooperati ve it's unbelievable. Ooes 10 Power train them to behave in such manner? If they really want to improve their financial standing they should stop printing the Consumer Connection , it is nothing more than garbage can fodder for most people and a waste of paper, a natural resource. They could stop running the commercials. They re the only power company in town, it's not like we can get power from another company and the ads are little more than "False Advertising. When I first moved here six years ago, my power bill was about $37.00 a month , I joined level pay, my bill shot up to $115.00 a month whether I used that amount of power or not and I never say a credit in my favor on the bill. They always managed to work it out so I paid more than the actual usage charged to me. I got off level pay with some difficulty. My bill is now about $57.00 a month and soon to go up with summer months coming. Ouring the winter it averages about $75.00 a month). I have no more money in my budget to throw at 10 Power because the company is whining about its financial problems. This request for an increase MUST be denied and they must deal with their financial problems internally andnot try to force the public to bail them out. Transaction 10: 414827. We hav ' nt inCreased water or power usage in many years unless we purchased more land & water from other farmers. If my power bills get any higher than theyare now, I'm not sure I can economically be a farmer any longer. I've already laid off 1 man to make ends meet. I farm 1200 acres in corn, alfalfa, & double crop wheat in winter with only 2 hired men to help me. A rate increase would force me to cut back even more probably acreage) . It is unfair to single out irrigation customers for significant increases, while other customer classes receive more favorable treatment. Any rate increases should be the same across the board, and at the lowest possiblerate. Farmers cannot pass on increased operating costs as many other businessescan. If irrigation rates are not kept to the absolute minimum, many who are already suffering from prolonged low commodity prices will be forcedout of business. This will cause a tremendous negative ripple effect throughout the rural communi ties of the state. The increases proposed by Idaho Power are unrealistic. As a regulated enti ty, they have been covering expenses and making a profit every year. As a sound business practice, Idaho Power should have been planning ahead and including upgrades to infrastructure and replacement costs for equipment and other necessary items. I find it hard to believe that theyhave not done this. I strongly oppose the proposed increase in the customer charge from $2. to $10.00. With new innovations such as remote meter reading and electronic billing, the customer charge should be decreasing, notincreasing. Many of the expenses Idaho Power is asking ratepayers to cover should be disallowed. Only items that directly relate to the generation and delivery of electricity should be allowed in the base rate. Please do not approve Idaho Power s request. The PUC staff proposal is much more realistic, although it too is unfair to irrigators. Farming is an important part of the economy in Idaho. An increase in rates of this size will be a significant blow to the continued viability of agriculture in the state. I urge you to keep power rates for irrigation as low as possible. 00 not allow irrigation rates to increase by a higher percentage than other rates. Sincerely, Oennis Brower
